Party Name:PUROLATOR INDIA LTD 15.09.2009 HQ File :01/80/050/01193/AM08/ RLA File :05/24/040/00678/AM08/ Lic.No/Date:0510212742 29.11.2007 Decision : The case regarding ratification of norms in respect of above authorization was considered by the Norms Committee (NC­I) in its Meeting No. 24/10 held on 17.09.2009 as per the agenda.   The DHI furnished written comments in this case vide their U.O. No.  3(54)/08­TSW(B)/359 dated 14.9.09. The Committee, after deliberating upon the DHI recommendation, decided to ratify the norms in respect of the subject advance authorization  as under:­   1.       Quantity of import item No.3 may be allowed with 2% wastage based on SION at C­1799. 2.       Rest of import items may be allowed as per DHI Comments as under:­            Export weight of item no 1 is 0.486 kg each and that of item no 2 is 0.462 kg and the same may be incorporated in the licence.          Item no 1 and 4 to 6 of import are consumables and the same may be restricted to 5% of FOB value of export.          Item no 2 and 7 may be allowed under GN­4 and 252000 numbers each may be allowed.          Item no 8 may be allowed under GN­4 and 146000 numbers each may be allowed.          The firm has not given calculation or justification for higher wastage. So this Office recommends for 5% wastage. The firm’s entitlement comes to 41.6MT. The specification of the item may be given as “Zn­Al­Mg­Alloy coated steel sheet in coil.” (Item no 9).          The firm had at first asked for import of pipe {item no 10} but now Ube Nylon. Justification of import is not available. The details of the item of import like dimension of pipe etc are not available. Hence this item may be deleted.

The case regarding revision of norms in respect of above authorization was considered by the Norms Committee (NC­I) in its Meeting No. 24/10 held on 17.09.2009 as per the agenda. The DHI furnished written comments in this case vide their U.O. No.3(125)/09­TSW(B) dated 16.09.2009 informing that the firm’s application was earlier ratified with 35% wastage as the firm had not submitted proper reply. The firm has represented for higher wastage. The firm proposes to import raw material of weight 2838.66 MT with wastage of 103%. The firm has submitted detailed calculation of wastage with plate lay out. They have been able to cut small components from off cuts .The firm was asked to calculate wastage based on the lay out plan for major components individually. It was observed that wastage as per the new lay out was much higher than claimed by the firm. Considering manufacturing process, gross wastage comes to 100%.  The manufacturing process involves Oxy cutting, machining. There is loss due to off cuts also. The break up of the three losses is as follows.  (i) Burning loss­ 15%  (ii) Off cuts­ 45%  (iii) Turning and milling­ 40%. Burning loss is non recoverable,  25% recovery may be considered on off cuts (lower recovery as the firm is manufacturing components out of off cuts) and 20% recovery on Turning and milling. Then total recovery comes to 21%. The Committee, after deliberating upon the case, decided to modify the norms in respect of the subject advance authorization in accordance with their written comments as under:­   1.      After considering 79% net westage, import item may be allowed as  2500MT. 2.           The description of export product may be amended to “wind mill components made of steel (118582 numbers) of weight 1396.388 MT” and the same may be incorporated in the licence.           S.No.108
