The Meeting No. 33/AM-08 for the licensing year 2007-08 to consider the cases under Duty Exemption Schemes (Chapter-4) of Foreign Trade Policy 2004-09 pertaining to Textiles and Leather was held on 22.11.2007 in Room No.4 of DGFT under the Chairmanship of Shri A.K.Singh, Jt. DGFT. The following officers were present: -

At the outset, the Minutes of NC Meeting No.32/AM08 held on 15.11.2007 were ratified by the Committee. Thereafter The Agenda for individual cases for Meeting No. 33/AM08 was taken up for discussion and the decision taken in respect of each case is enumerated below: -

PRO version Decision: Committee considered the case as per Agenda and handed over a copy of application of the firm to the representative of DC(MSME) present in the meeting for examination and comments. The case stands deferred for re-listing on 20.12.2007.

No.32/24/40/046/AM08. DECISION:- Committee considered the case as per Agenda and handed over a copy of application of the firm to the representative of DC(MSME) present in the meeting for examination/comments. DC(MSME) was advised to call for necessary details/information from the firm. The case stands deferred for re-listing on 20.12.2007.

M/s. Richa & Co., New Delhi. F.No. 01/84/162/850/AM-08/DES-V Ratification of input output norms against Advance Authorisation No. 0510208771 dt. 10.9.2007 – under Para 4.7 of HBP (Vol.I) 2004-2009 RLA, CLA, New Delhi. Ref. No.05/24/40/464/AM08.

Decision: Committee considered the case as per Agenda and observed that that CAD furnished by the firm is not accompanied with the drawing, design, style No. and calculation sheet, in the absence of which it is not possible to compute the requirement of inputs. The Committee was constrained to reject the case.

Decision: Committee considered the case as per Agenda and observed that Advance Authorisation in this case has already been ratified based on the written recommendation of DC(MSME) conveyed vide their UO No.37(5)/65/07-08/Hosy. dt. 14.8.2007 but in the comments of Textile Commissioner, Mumbai conveyed vide their letter dated 5.10.2007, there was some variation in the inputs. It was decided to re-examine the case. Committee perused the comments of TC, Mumbai and observed that the firm had submitted only two samples viz. men’s pants and jacket without hood against six export products given in the Advance Authorisation. The quantity assessed by TC,Mumbai were based on these samples. However, DC(MSME) has taken into consideration samples of each export item mentioned in the Advance Authorisation and have given quantity of inputs based on measurement, sample, construction details and CAD etc.

Committee after detailed deliberations decided to ratify the Advance Authorisation issued in this case based on the written recommendations of DC(MSME) given vide their UO dated 14.8.2007.

The RLA shall be advised to take necessary action as per minutes of NC Meeting No.19/08 dt. 16.8.2007,subject to compliance of other usual conditions.

M/s. Shahi Export House, New Delhi. F.No. 01/84/50/391/AM-04/DES-V Re-fixation of input output norms against Advance Licence No. 0510101888 dt. 11.9.2003. RLA, CLA, New Delhi. Ref. No.05/88/40/335/AM04.

Decision:- Committee considered the case as per Agenda and observed that the then DC(SSI) had recommended 2.55 sq.mtrs. of 65% polyester 35% cotton yarn dyed fabric GSM 105 for export of per piece of Gent’s half sleeve shirt and 2.38 sq.mtrs of 100% Linen fabric GSM 265 per piece of Ladies trouser vide their written recommendation conveyed on 29.9.2004. However, DC(MSME) have sent revised comments vide their UO No.37(5)/173/03-04/Hosy. dt. 31.10.2007 which are based on style no. after examination of samples, etc.

       Committee after detailed deliberation decided to ratify the Advance Licence issued in this case as per details given below for

regularistion purpose only:-

Decision: Committee considered the case as per Agenda and observed that ALC in its meeting held on 1.12.2005 had decided to allow import of inputs @0.6 sq.mtrs. per piece. Committee perused the comments of DC(SSI) furnished vide their UO No.37(5)/218/2005-06/Hosy. dt. 9.2.2006 and decided to ratify the advance licence issued in this case as per the following details:-

Decision:- Committee considered the case as per Agenda and observed that ALC in its meeting held on 3.2.2005 had decided to allow import of inputs @0.6 sq.mtrs. per piece. Committee perused the comments of DC(SSI) furnished vide their UO No.37(5)/92/2007-08/Hosy. dt. 31.10.2007 and decided to ratify the advance licence issued in this case as per the following details:-
