The Meeting No. 1/AM10 for the licensing year 2009-10 to consider the cases under Duty Exemption Schemes (Chapter-4) held on 02.04.2009 in Room No.4 of DGFT under the Chairmanship of Shri A.K.Singh, Jt. At the outset the Minutes of NC Meeting No. 51/AM09 dated 19.03.2009 were ratified. However, the
following amendment was made in the Minutes of NC meeting No. 47/09 dated 19.02.2009 of outside agenda case No.2 in respect of M/s J.B.Exports, Surat as under: -
In the minutes, the dissent notes of Sh. R.A.Lal, Deputy Director, R.O, TC, Noida & nominated member of NC-V, present in the said meeting were not recorded. In the said minutes, Norms Committee had allowed 30% wastage (on weight basis) against earlier allowed wastage of 44.82% as per report of NC team, who visited the unit of the firm. Sh. Lal was of the view that the wastage (on weight basis) in this case should not be more than that of 14.5% as recommended by O/o TC, Mumbai. It was therefore, decided to incorporate this dissent views of Sh. R.A.Lal in the said minutes.

Case No.1 M/s Chelsea Mills, New Delhi NC 52/09 dt. 26.03.2009 F.No. 01/84/50/722/AM-07/DES-V Ratification of input output norms against Advance Authorization No. 051075922 dated 07.02.2006 – under Para 4.7 of HBP (Vol.I) 2004-2009. R.A has rejected this case on the ground that validity period of this advance authorization has already expired. In view of this Committee decided to advise R.A to take/implement the decision of NC taken in its meeting No. 33/AM09 held on 20.11.2008 in this case, even where advance authorizations are expired.
The R.A. shall be advised to take necessary action subject to compliance of other usual conditions.

R.A has rejected this case on the ground that validity period of this advance authorization has already expired. In view of this Committee decided to advise R.A to take/implement the decision of NC taken in its meeting No. 44/AM06 held on 16.02.2006 in this case, even where advance authorizations are expired.
The R.A. shall be advised to take necessary action subject to compliance of other usual conditions.
