Decision: The Committee considered the case as per agenda alongwith other relevant papers and went through the details submitted by the firm. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that applicant firm have failed to reply the O/o DC (MSME) letter and also not given GSM of woven fabric, in absence of which it is not possible to compute the requirement of inputs. Further, the statement of applicant firm that since it is woven fabric, it is not possible to submit GSM is also not correct. In view of this, Committee was constrained to reject the case.

                RLA may take suitable consequential action accordingly.

PRO version Ratification of input output norms against Advance Authorization No. 0510234724 dated 20.1.2009 – under Para 4.7 of HBP (Vol.I) 2004-2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and went through the details submitted by the firm. The Committee observed that NC had finalized this case in its meeting held on 29.01.2009 but subsequently, firm got the licence amended from R.A as there was some typographical error while filing the application. Decision: The Committee considered the case as per agenda and in consultation with the representatives of technical authorities present in the meeting decided to ratify the Advance Authorization issued in this case as per written comments received from DC (MSME) conveyed vide their U.O No. 37(5)/85/2008-09/Hosiery dated 02.04.2009 as detailed below:- The GSM should match in both import & export. piece Case No.1 M/s Jaidka Hosiery, Ludhiana F.No. 01/84/50/581/AM-08/DES-V Ratification of input output norms against Advance Authorization No. 0410089348 dated 26.7.2007– under Para 4.7 of HBP (Vol.I) 2004-2009. Decision: This case was taken up as out of agenda case in the Norms Committee Meeting No.14/AM10 held on 25.6.2009. Policy IV Section has referred this case to Norms Committee –V for technical opinion. The Committee examined the case in detail. On the basis of the test reports available on file., members observed that in all the test reports, the fact that the exported product are ‘dyed’ has been reported. The case pertains to 1990-91 period wherein the Technical Members in the shipment inspection under which the Textile Committee would examine all shipments. The Committee observed that since import is raw wool, which is first required to be converted into yarn and then to hosiery product after, dying the yarn mostly. EPC has confirmed that the goods exported to Russia are normally in dark colours (which is possible only on dyeing) Accordingly Committee observed that one could rely on Textile Committee’s test reports and treat the exported goods as dyed hosiery goods even if in the description on the shipping bill word’ dyed’ has not been used. The T.C’s report mentioned invoices Nos. which can be co-related with export documents.

Thus the Committee endorses the decision of Norms Committee taken in the Meeting No.12/AM09 dated 19.6.2008 and states that with the above co-relation from T.C. reports, the export products can be treated a ‘dyed’ and the case regularized by taking these shipments into account for export obligation.

        Accordingly, the Norms Committee reverts the case back to Policy Section.
