Dyes and Chemicals mentioned in items of import at S.Nos. 3, 4, 5, 6 and 7 shall be restricted to 14% of FOB value within the overall CIF value of the licence in terms of General Note for Textiles at S.No.5. The GSM of the fabric of import and export shall match. The Regional Authority shall be advised to take necessary action subject to compliance of other usual conditions.

Case No. 24 M/s Eastern Silk Industries Ltd., Kolkata F.NO.1/84/50/207/AM10 -DES-V Re-fixation of input output norms in respect of Advance Authorization No. 0210135593 dt. 18.12.2009 – under Para 4.7 of HBP (Vol1) 2004-2009. Decision: The Committee considered the case and went through firm’s reply given vide their letter dated 11.03.2010 and observed that still they have not correctly replied in the light of observation of NC meeting held on 04.02.2010. As per application, firm’s export item is grey/dyed/printed fabrics with/or without embroidery cont. A) Silk fabrics. In view of this Committee decided to advise the firm to get the advance authorization amended from R.A concerned at first and then submit the same to NC for consideration. Hence, Committee was constrained to maintain status quo in this case.

                    Firm may be informed accordingly.

Case No. 25 M/s Greatways Pvt. Ltd., Ludhiana F.NO.1/84/162/776/AM06 -DES-V Re-fixation of input output norms in respect of Advance Authorization No. 3010046147 dt. 21.02.2006 – under Para 4.7 of HBP (Vol1) 2004-2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Sh.Anil Ahuja, General Manager, who appeared for personal hearing in this case alongwith sample and relevant papers. It was observed that earlier import item was allowed @ 0.5 Sq mtrs./Pc by ALC in its meeting held on 18.05.2006 presuming that lining fabrics are used only for pocketing. But, on going through the sample, it was clearly seen that in this case lining fabric is used not only for pocketing but used inside the whole garment. Hence, the Committee felt that quantitative requirement of input asked for @ 2.60 Sq mtrs./Pc is justified. Therefore, Committee after deliberations in

PRO version consultation with representatives of technical authorities present in the meeting decided to allow the input @ 2.60 Sq mtrs/Pc as against earlier allowed @ 0.5 Sq mtrs./Pc in this case. The GSM should match in both import and export.

Case No. 26 M/s Chandramukhi Impex Pvt. Ltd., Kolkata F.NO.1/84/162/958/AM07 -DES-V Ratification of input output norms in respect of Advance Authorization No. 0210095547 dt. 17.11.2006 – under Para 4.7 of HBP (Vol1) 2004-2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that this case was earlier decided by ALC in its meeting held on 28.06.2007 on the basis of written comments of TC, Mumbai conveyed vide their letter dated 25.05.2007 with size-wise specification i.e complete measurement details of export item. Now, firm have requested for deletion of size-wise specification mentioned on the export item, as exports were completed prior to the fixation of norms in this case. The Committee also felt that size-wise specification mentioned on the export item is based on the average size of the export item, hence, it would be difficult to match for each size of export product. In view of this Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to delete the size-wise specification mentioned on the export item in this case without any change in the quantitative norms. R.A may issue EODC accordingly.
