Minutes of NC-V meeting held on 26.07.2012 The meeting No.16/AM-13 for the licensing year 2012-13 to consider the cases under Duty Exemption Schemes (Chapter- 4) held on 26.07.2012 in Room No.208 of DGFT under the Chairmanship of Shri Jai Karan Singh, Jt. DGFT. The following officers were present:-

No.32-Lacquer Emulsion under G-7 Norms. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that Lacquer Emulsion has been allowed as one of the import items at Sl. No.32 of SION G-7 and G-46 against export of finished leather. The lacquer emulsion is used in leather industry as top coat for finishing of leather.
As per Central Leather Research Institute, Nitrocellulose is used in leather finishing. Nitrocellulose based products are used
as top coat in finishing leather. It is used both in solvent soluble products and emulsifiable products meant for top coat application in leather finishing.
As per Ministry of Science & Technology, Nitrocellulose Cotton Ethanol-wet and Nitrocellulose Cotton IPA-wet can be
used as top coat for leather finish in leather industry.
As per Indian Institute of Technology, Kharagpur, Nitrocellulose materials are found to be used as top coats for shoe
uppers, handbags and leather garments. Further, it is described in literature that Water borne NC lacquers are used in wood coating purposes because of their transparency, adhesion capacity, speedy drying nature, pigment dispersion. The thermal stability of the nitrocellulose chips can be improved upto >170 degree Celsius by adding 18 wt% of dioctyl phthalate (dop) and the plasticizer provide sufficiently elasticity to NC for various coating applications. Hence, Nitrocellulose Cotton Ethanol-wet and Nitrocellulose Cotton IPA-wet can be used as top coat for leather finish in leather industry.
In view of above information, the Committee recommended that Nitrocellulose Cotton Ethanol Wet-IPA-Wet may be

Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Mr. Ashok Kaushik, present before the NC on behalf of the firm. Mr Ashok Kaushik presents the sample of the export product and explained the details of the case before the Committee. Mr. Ashok Kaushik could not satisfy the Committee in respect of length, width and size of the export product as per sample presents before the Committee. The Committee, therefore, not agreed with the request of the applicant firm and decided to maintain status quo in this case.

The Committee understood that there may be some other manufacturer exporter of Narrow Woven Fabrics made from 100% Polyester Filament Yarn. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to write to the Synthetic & Rayon Textiles EPC to supply the data of other manufacturer exporter of Narrow Woven Fabrics made from 100% Polyester Filament Yarn.
