Minutes of NC-V meeting held on 28.06.2012 The meeting No.12/AM-13 for the licensing year 2012-13 to consider the cases under Duty Exemption Schemes (Chapter- 4) held on 28.06.2012 in Room No.110 of DGFT under the Chairmanship of Shri A.K. Singh, Jt. DGFT. The following officers were present:-

M/s Integrated Defence Products Pvt. Ltd., Kanpur NC 12/AM-13, dt.28.06.2012 File No.01/84/50/342/AM-11/DES-V Re-fixation of norms of Advance Authorization No.0610019946 dated 03.11.2010. Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Mr. Harish Bajaj, Manager, present before the NC on behalf of the firm. Mr. Bajaj explained the details of the case before the Committee. The Committee observed that applicant firm has not given the CAD, measurement, size of the export product. Therefore, the Committee asked the representative of the firm to send the above information to this Department. On receipt of the same, this case may be transfer to DES-IV (Norms Committee-IV) for their consideration and necessary action as ad-hoc norms of Resin items are being dealt by them.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that in the NC meeting held on 17.05.2012, the Committee suggested the representative of applicant firm to approach the Customs Classification Committee to get the classification of export product and after classification of the export product, the applicant firm may approach the concerned Norms Committee for the fixation of norms for export product. The case was re-listed for 28.06.2012. No inputs

PRO version were received from the applicant firm upto 28.06.2012. Therefore, the Committee has decided to further defer the case for re-listing on 9.08.2012.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and decided to call the applicant firm for personal hearing before NC alongwith sample, complete justification/explanation as well as CAD/CAM and technical person to explain the case. M/s Aliza Exports Pvt. Ltd., Kanpur File No.01/84/50/385/AM-12/DES-V Ratification of input output norms in respect of Advance Authorisation No.0610025211 dated 23.12.2011. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that in two earlier occasions for Advance Licence No.0610019695 dated 12.11.2010 considered in NC meeting held on 13.01.2011 and Advance Licence No.0610021645 dated 19.04.2011 considered in NC meeting held on 24.11.2011, import quantity was allowed in meters. It appears that there may be typographical errors in recording the minutes of the said meetings. Accordingly, in view of this, Committee has decided to review the norms togetherwith the current application, design of harness and to work out the weight of one set of harness consisting of 17 pcs. as well as weight of various corresponding inputs, it can be work out what is the linear make depending upon the width of the import item, which may be different in each of the 17 pcs. Without such consumption, it is not possible to work out the requirement of import items. In view of this, the Committee has decided to call the applicant firm for personal hearing before NC alongwith detailed justification of 17 pcs., drawing/design, thickness, GSM, justification of weight of coating and technical person to explain the case. The case stands for re-listing on 09.08.2012.

Case No.267

M/s CAPTEC, Chennai File No.01/84/50/178/AM-13/DES-V Ratification of input output norms against Advance Authorization No.0410135073 dated 26.03.2012. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that applicant firm has not given description of export product. It is not clear how the requirement of fabric has been worked out. The Committee also observed that the GSM of import item, size of zipper, width of zipper, technical characteristics of zipper, zipper number, whether the zipper is in roll form or ready to use form, weight of end product in KG term are not available in the application. In view of above,

M/s Orient Craft Ltd., Gurgaon File No.01/84/162/208/AM-11/DES-V Fixation of ad-hoc norms under Annual Advance Authorization No.0510264384 dated 14.05.2010. Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Mr. A.K. Jain, General Manager - Commercial, present before the NC on behalf of the firm. Mr. Jain explained the details of the case before the Committee. The Committee observed that due to fabric width (94 inches) and placement of width (breath of sham), the Committee works out the higher requirement of fabric for the export product.
