The Meeting No. 34/AM-12 for the licensing year 2011-12 to consider the cases under Duty Exemption Schemes (Chapter-4) due for 24.11.2011 but actually held on 01.12.2011 in Room No.11 of DGFT under the Chairmanship of Shri A.K.Singh, Jt. DGFT. The following officers were present: -

The agenda for Meeting No. 34/AM12 due for 24.11.2011 but actually held on 01.12.2011 was taken up for discussion and the decision taken in respect of each case is enumerated below: -

Decision : The Committee considered the case as per agenda alongwith other relevant papers and noted that since Norms Committee Meeting could not be held due to Port Officers Meeting, technical authority asked authorized representative to provide specific information for two stage wastage fabric to patchwork and patchwork to ready made garments. Accordingly, it was decided to defer the case for re-listing on 29.12.2011.

Decision : The Committee considered the case as per agenda alongwith other relevant papers and in consultation with the representatives of technical authorities present in the meeting decided that as per process flow chart submitted by the firm wastage more than 2% cannot be given since export item is Dyed/Printed Fabrics without embroidery. Therefore, Committee decided that there is no change in the earlier decision taken on 16.12.2010 and maintain status quo accordingly. Firm may be informed accordingly.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and after deliberations in consultation with the representatives of technical authorities present in the meeting decided to ratify the Advance authorization issued in this case by allowing 2% wastage as detailed below: -

Decision : The Committee considered the case as per agenda alongwith other relevant papers and decided to refer the case for examination to DIPP. The file already handed over to DIPP during NC Meeting. It was decided to defer the case for re-listing on 29.12.2011.

PRO version Request for removing anomaly in SION Sr. No.A-1790 & A-1834 related to Antimony. Decision : The Committee considered the case as per agenda alongwith other relevant papers and noted that Antimony Oxide may refer to any one of Antimony Tetroxide (Sb2 O4), Antinomy Trioxide (Sb2 O3) Antimony Pentoxide (Sb2 O5). ITC(HS) Code for Antimony Oxides is 28258000. Input product for Export Product Draw Texturised Yarn/Texturised Yarn/Filament Yarn (Grey) appearing at Entry No.A 1790 SION, Hand Book of Procedues, Vol.II is Antimony Dioxide. Input product for Export Product Polyster Filament Yarn appearing at A1834 is Antimony Oxide. The Committee noted that the input required in manufacturing process is Antimony Trioxide and there is no specific compound known as Antimony Dioxide or Antimony Oxide. Accordingly, the Committee decided that in place of Antimony Dioxide at SION A1790 and Antimony Oxide at SION A1834, the word “antimony Trioxide” may be replaced. Necessary Public Notice may be issued in this regard.
