The meeting No.45/AM-12 for the licensing year 2011-12 to consider the cases under Duty Exemption Schemes (Chapter-

At the outset the Minutes of NC-V Meetings No.43/AM12 dated 02.02.2012 and No.44/AM12 dated 09.02.2012 were ratified. The agenda for meeting No.45/AM-12 dated 16.02.2012 was taken up for discussion and the decision taken in respect of each case is enumerated below:-

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that in respect of Men’s Patchwork Shirt Full Sleeve, neither the export description nor style number of export item has been indicated by the applicant firm. In view of above, it is not possible for Norms Committee to finalise norms unless the export description is amended in the Advance Authorization in respect of export product Men’s Patchwork Shirt Full Sleeve.
In respect of 2nd Product – Men’s Fashion Oversize Half Sleeve Shirt, Norms Committee allows the import description
indicated in the application (@2.60 sq. meter per piece) as per Policy Circular No.34/RE-07/2004-2009, dated 24.03.2008.
The R.A. shall be advised to take necessary action subject to compliance of other usual conditions.

No.11 of the export item list. M/s Niyaz Apparels, Chennai File No.01/84/162/344/AM-12/DES-V Ratification of input output norms for Advance Licence No. 0410012050 dated 01.02.2001 Techno Velocity Pant (Boys Pant) under para 7.5 of HBP. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that shipping bills does not indicate style No. in the export document which can co-relate with the import item. In view of above, the Committee was unable to finalise the norms and constrained to reject the case. RLA may take suitable consequential action accordingly.

M/s Chinar Forge Limited, Jalandhar File No.01/84/50/201/AM-11/DES-V Correction of Advance Authorisation and date in respect of ratification of input output norms. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that in the present case wrong Advance Authorization No. has been indicated due to typographical error. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to correct the Advance Authorization No. from 3010068645, dated 13.6.2010 to 3010068745, dated 13.8.2010.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that applicant firm has not furnished any additional information like drawing, design, CAD/CAM. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting not agreed with the request of applicant firm for enhancement of wastage norm from 5% to 36% and decided to maintain status quo in this case.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that the applicant firm has requested to enhance the 26% input output norms for import of dyes and chemical. The Committee after deliberations in consultation with representatives of technical authorities present in the meeting is of the view that a technical team was already visited the factory of the applicant firm and a study was conducted. The Committee is of the opinion that after a detailed study, the restriction of 26% has been brought out in the Public Notice and this restriction of 26% cannot be enhanced in view that the study of
PRO version the factory of applicant firm has already been conducted. Accordingly, the Committee constrained to reject the request of the applicant firm. RLA may take suitable consequential action accordingly.
