Minutes of NC-V meeting held on 18.10.2012 The meeting No.28/AM-13 for the licensing year 2012-13 to consider the cases under Duty Exemption Schemes (Chapter- 4) held on 18.10.2012 in Room No.11 of DGFT under the Chairmanship of Shri K.C. Rout, Jt. DGFT. The following officers were present:-

At the outset, the Minutes of NC-V Meeting No.26/AM-13, dated 04.10.2012 and Meeting No.27/AM-13, dated 11.10.2012 were taken for ratification. As there were no amendments to the same, the above referred minutes of 04.10.2012 and 11.10.2012 were adopted for implementation by the Committee without any amendment. The agenda for meeting No.28/AM-13 dated 18.10.2012 was taken up for discussion and the decision taken in respect of each case is enumerated below:-

i) There is wide variation of denierage from 210D to 1260D in the export product, which is not acceptable. The applicant firm may give requirement for each input for each denierage of export product.

ii) The quantity of import item No.2, 3 & 4 as required is reflected the same in the export product, which is not correct.

iii) Import item No. 3 & 4 would evaporate during the process whereas the quantity of import item No.2 will not remain the same in the export product, as reflected in the input.

Accordingly, the Committee after deliberations decided to ask the applicant firm to make available the manufacturing process, stage-wise wastage, function of import item No.3 & 4 in the process alongwith complete justification for consideration of the proposal. The applicant firm may also amend the application reflecting the actual content of import items in the export product. The case stands for re-listing on 15.11.2012.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that there was typographical error in the minutes of NC meeting No.43/AM-12, held on 02.02.2012 in this case and in the import item No. 2 of export item No.5, GSM-105+/-10% was mentioned in place of GSM-140+/-10% and in the import item No. 3 of export item No.5, quantity of Snap fasteners was mentioned 970 sets in place of 6970 sets. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to correct the typographical error in the minutes of NC meeting No.43/AM-12, held on 02.02.2012 in this case and in the import item No. 2 of export item No.5, GSM may be read as ‘140+/-10%’ and in the import item No. 3 of export item No.5, quantity of Snap fasteners may be read as ‘6970

M/s Imperial Readymade Garments Factory India Pvt. Ltd., Chennai File No.01/84/50/146/AM-10/DES-V Ratification of Input Output Norms against Advance Authorization No.0410108432 dated 13.10.2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that:

i) For export item No.1 i.e. Ladies Pant, shell fabric has been asked only 0.82 yard per piece, which appears to be unrealistically less.

ii) For export item No.2 i.e. Girls Baby Pant, requirement of 3.30 yards per piece of shell fabric appears to be unrealistic more. Requirement of other inputs in import item No.4 @ 1.35 yards per piece for this item is also unrealistically higher.

iii) For export item No.3 i.e. Ladies Jacket, the requirement of import item No.5 @ 0.71 yard per piece and import item No.6 @ 15.34 yards per piece is abnormally higher.

Accordingly, the Committee after deliberations decided to ask the applicant firm to clarify the above and also give the requirement of fabric in Sq. meter for consideration of the proposal. The case stands for re-listing on 15.11.2012.
