Minutes of NC-V meeting held on 30.08.2012 The meeting No.21/AM-13 for the licensing year 2012-13 to consider the cases under Duty Exemption Schemes (Chapter- 4) held on 30.08.2012 in Room No.11 of DGFT under the Chairmanship of Shri K.C. Rout, Jt. DGFT. The following officers were present:-

At the outset, the Minutes of NC-V Meeting No.17/AM-13, dated 02.08.2012 and Meeting No.19/AM-13, dated 16.08.2012 were taken for ratification. As there were no amendments to the same, the above referred minutes of 02.08.2012 and 16.8.2012 were adopted for implementation by the Committee without any amendment. The agenda for meeting No.21/AM-13 dated 30.08.2012 was taken up for discussion and the decision taken in respect of each case is enumerated below:-

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed the samples received from the applicant firm. The Committee observed that applicant firm has not given measurement, CAD/CAM, calculation sheet of export product in support of their proposal. In absence of above information, it is not possible for the Committee to calculate the requirement of fabric asked for. Accordingly, the Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to ask the applicant firm to make available the above information for consideration of the proposal. The case stands for re-listing on 27.09.2012.

Due to typographical error, the description of export product was not mentioned correctly in the minutes of the meeting. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to correct the description of the export product against the Advance Authorization issued in this case and the description of export product may be read as under:-

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that this case was considered by the NC in its meeting No.16/AM-11 held on 15.07.2010. Due to typographical error, the description of export product was not mentioned correctly in the minutes of the meeting. Accordingly, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to correct the description of the export product against the Advance Authorization issued in this case and the description of export product may be read as under:-

M/s S.A.S. International, Faridabad File No.01/84/162/295/AM-13/DES-V Amendment in norms for textiles goods shawls, madeups and garments manufactured from “Blended Yarns containing sheep wool, fine animal hair (Pashmina Wool) & wastage silk fibre. Decision: The Committee considered the case as per agenda alongwith other relevant papers and viewed that ‘wool’ is a generic term denoting sheep wool. Other types of animal hair like camel wool, rabbit wool, pashmina wool etc. are specific. The manufacturing process and stage-wise wastage for each type of animal hair are different in each case. If the applicant firm is interested to import specific type of wool such as pashmina wool etc., they may apply for fixation of ad-hoc norms before the Norms Committee. Accordingly, Committee after deliberations decided not to agree with the applicant firm for inclusion of Fine Animal Hair under SION J-312.
