At the outset the Minutes of NC Meeting No. 26/AM10 dated 24.09.2009, 27/AM10 dated 01.10.2009, 28/AM10 dated 08.10.2009, 29/AM10 dated 15.10.2009, 30/AM10 dated 22.10.2009, 31/AM10 dated 29.10.2009 and 32/AM10 dated 05.11.2009 were ratified.
Thereafter, Agenda for individual cases for Meeting No. 33/AM10 was taken up for discussion and the decision taken in respect of each case is enumerated below: -

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that case is under examination of DC (MSME) for their examination and comments. It was therefore decided to await the same and defer the case for re-listing on 10.12.2009.

M/s Rugs India (100% EOU), Panipat. F.NO.1/84/162/311/AM09-DES-V Request for correction in typographical error in wastage norms fixed for Bathmat Bedding Products in respect of import item namely Reactive/Direct Dyes. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that in this case input output norms were fixed by NC in its meeting held on 06.11.2008. But quantitative norms fixed in case of import item namely Reactive Dyes/Direct Dyes there is some typographical error i.e 0.0013 Kgs/ Kg was allowed instead of 0.0130 Kgs/Kg. The Committee after deliberations in consultation with representatives of technical authorities taking into consideration the relevant SION in this case felt that there was indeed a typographical error in the said minutes of NC in case of Reactive Dyes/Direct Dyes. In view of this Committee decided to allow ‘Reactive Dyes/Direct Dyes’ @ 0.0130 Kgs/ Kg of cotton in the export product against all the five export products in this case.

F.NO.1/84/50/378/AM06-DES-V Ratification of input output norms in respect of Advance Authorization No.3210030094 dt. 05.09.2005 – under Para 4.7 of HBP (Vol1) 2004-2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that this case has already been rejected by NC in its meeting held on 16.02.2006. Applicant firm vide their letter dated 12.09.2009 have stated that CAD/Laymarker & Sample have been enclosed therewith, whereas the same do not seem to have been enclosed. Further, Committee also felt that for the export item blended yarn from Mulberry Silk Sliver, the term CAD is irrelevant, hence superfluous here. However, Committee decided to advise the firm to submit the following information/details in order to compute the requirement of inputs:- (i) Process chart indicating stage-wise wastage throughout the entire manufacturing process (ii) Justification for seeking the wastage claimed for each stage.
It was therefore decided to await the same and defer the case for re-listing on 10.12.2009.
