No. 01/Misc./AM22/2021 Stale _ 4 Decision: The Committee considered the case as per agenda and noted that Council of Leather Export (SION),(CLE) has made a request vide letter dated 02.06.2021for revision of Standard Input Output Norms leather products.published in Hand Book of Procedure Vol II, for the export of various items of Leather and In the past, the SIONs for the export of Leather and Leather products were fixed, based on recommendation of Centre Leather Research Institute (CLRI). Accordingly, a letter was sent vide dated 17.11.2021 to examine the proposal and offer their comments on the subject so that amendment in SION’s may be considered. The committee noted that CLRI has submitted their inputs/comments on the revision of SION vide email dated 25.05.2022. The committee has observed that the comments received from CLRI are broad in nature and without giving production consumption data and justification for wastage, which are mandatory for revision of SION norms, as per the Handbook of policy / procedure. The Committee considered the case as per agenda and noted that The Southern India Mills’ Association made a request vide letter dated 15.02.2022 for incorporate a clause in HBP for implementing the provision of the FDTR act that “No amendment to the AA License is required if cotton is imported by an exporter for export of cotton yarn ofany count above 40s” The committee went through the details submitted in this case and observed that Pima and Giza variety of raw cotton is the most superior variety having high staple length. It fits well to manufacture higher count of yam say 80's or above. This superior variety has very limited production world over and hence it generally comes with higher price tag. Exporters exporting low count yarn does not require Pima and Giza variety but if the flexibility as requested by Southern India Mills’ Association (SIMA) is allowed, such exporter may also import superior Giza and Pima even though he does not required it. As such there should not be any problem to €xporter to get his license amended if the requirement of buyer changes from lower variety to superior variety. Ee
