The Meeting No. 06/AM10 for the licensing year 2009-10 to consider the cases under Duty Exemption Schemes (Chapter-4) due for 07.05.2009 but actually held on 12.05.2009 in Room No. 213 of DGFT under the Chairmanship of Shri A.K.Singh, Jt. DGFT. The following officers were present: -

At the outset the Minutes of NC Meeting No. 52/AM09 dated 26.03.2009, NC Meeting No. 01/AM10 dated 02.04.2009, NC Meeting No. 02/AM10 dated 09.04.2009, NC Meeting No. 03/AM09 dated 16.04.2009, NC Meeting No. 04/AM09 dated 23.04.2009 and NC Meeting No. 05/AM09 dated 30.04.2009 were ratified.

Decision: The Committee considered the case as per agenda and in consultation with the representatives of technical authorities present in the meeting decided to ratify the Advance Authorization issued in this case as per written comments received from DC (MSME) conveyed vide their U.O No. 37(5)/19/2009-10/Hosiery dated 11.05.2009 as detailed below:- The GSM should match in both import & export.

Ltd., Chennai NC 06/10 dt. 12.05.2009 F.No. 01/84/162/14/AM-10/DES-V Ratification of input output norms against Advance Authorization No. 0410102684 dated 04.03.2009 – under Para 4.7 of HBP (Vol.I) 2004-2009. Decision: The Committee considered the case as per agenda and in consultation with the representative of technical authorities present in the meeting decided to ratify the Advance authorization issued in this case taking cue from SION, G-18 i.e as applied by the firm. Applicant firm have to account for the Qty. of all the items of import minus (-) 1% wastage in the export item in this case. The item of import at S.No. 10 may be allowed as per relevant Packing Policy.
The R.A shall be advised to take necessary action subject to compliance of other Usual conditions.

M/s Colart Camlin Canvas Pvt. Ltd., Mumbai NC 06/10 dt. 12.05.2009 F.No. 01/84/162/407/AM-09/DES-V Ratification of input output norms against Advance Authorization No. 0310478445
PRO version dated 11.07.2008 – under Para 4.7 of HBP (Vol.I) 2004-2009. Decision: The Committee considered the case as per agenda and in consultation with the representatives of technical authorities present in the meeting decided to ratify the Advance authorization issued in this case on repeat basis by allowing 1% wastage on item of import. It was also decided to add following words in the description of export item: - “ Containing Paulownia wood Bars of various size – Minimum 356.84 cubic meter”. Further, in the description of import item following words may be added “Paulownia wood Bars of various sizes 360.42 cubic meter”. The R.A shall be advised to take necessary action subject to compliance of other usual conditions.
Case No.115
M/s Model Exim, Kanpur NC 06/10 dt. 12.05.2009 F.No. 01/84/162/715/AM-07/DES-V Modification of SION, G-45. Decision: The Committee considered the case as per agenda and in consultation with the representatives of technical authorities present in the meeting felt that Thermoplastic Cement (Rod/Granule/Polyester/Polyamide) is a material, which becomes an adhesive on heating and can be used for pasting insole with uppers and in the existing SION, G-45, Adhesive (latex), which is a rubber based adhesive is currently allowed for import of Gents Leather Half Boot Lasted Upper with Insole. As regards requirement of finished leather for computation of processing Chemicals to be increased from 7 Sq. Ft. to 8 Sq. Ft. , Committee felt that since the requirement of finished vary depending on the size as well as style of the foot wear as per specification of buyers, and in the SIONs at Sr. No. G-8 and G-9 already permit 8 Sq. Ft. hence 8 Sq. Ft. is justified. Since in the last Public Notice No.82 (RE-2008)/2004-2009 dated 17.9.2008 the product group for SION G-45 was inadvertently mentioned as Textile Products, Committee decided to amend the same to read as Leather and Leather Products. Accordingly Committee decided to amend the SION G-45 as detailed below:- (i) In the existing list of items of import, thermoplastic Cement (Rod/Granules/Polyester/Polyamide may be added and may be allowed @ 11gms./Pair. (ii) In the ‘Footnote’ added in the SION, G-45 on 17.09.2008, ‘requirement of finished leather for computation of Processing Chemicals to be increased from 7 Sq Ft. to 8 Sq Ft.”

On these lines, the Committee recommends a Public Notice for amendment in the SION, G-45 with the approval of DGFT.

Decision: The Committee considered the case as per agenda and in consultation with the representative of technical authorities present in the meeting decided to ratify the Advance authorization issued in this case taking cue from SION, G-18 i.e as applied by the firm. Decision: The Committee considered the case as per agenda alongwith other relevant papers and decided to defer the case for re-listing on 18.06.2009.

Decision: The Committee considered the case as per agenda alongwith other relevant papers while representative from M/o Agriculture, Sh. A.P.Purohit, Section Officer was also present in the meeting. Sh. Purohit informed the Committee that the matter is under examination in their Ministry and comments would be sent in due course.
Hence, the Committee, for the time being decided not to notify the Seeds, Fertilizer & Pesticides etc in view of M/o Agriculture representative informing that their comments would be sent in a week or within a fortnight. Accordingly, Committee after deliberations in consultation with the representative of technical authorities present in the meeting decided to issue a suitable Public Notice as detailed below: -
