Decision: The Norms Committee deliberated and decided as under: It was noted that the firm has imported CHQ Grade Prime Quality Steel wire Rod containing small quantity of Boron for the manufacture and export of Bolts & Nuts made of CHQ Steel. It has been informed by the applicant that Mumbai Customs have objected to allow the material under advance Authorisation as according to them as the CHQ Steel contains Boron, it is to be classified as Alloy Steel. According to the firm, they had imported the material about 1½ years back and that they have already completed the export obligation by exporting Nuts and Bolts made of imported CHQ grade steel. Further, the rate of duty on both alloy Steel as well as Non Alloy Steel is the same. It was informed by the representative of DIPP that the small quantity of Boron (0.003 % max) is added in the fasteners Steel to improve its cold workability and that the CHQ Steel containing Boron upto 0.003 % max may be classifiable under Non Alloy Steel. After deliberations it was decided to clarify that custom may verify the Boron content in the CHQ Steel and if it contains Boron upto 0.003 %, the same may be classified as CHQ Grade Non Alloy Steel.
