 M/s High Energy Batteries (India) Ltd.,   Meeting No. 08/81 F.No.01/81/050/0246/AM­09/DES­II      Dated: 24.05.2011 Advance License No. 0410096445 dated 12.06.2008   RLA’s F.No.04/24/40/0349/AM­09   Decision : The firm appeared for PH and explained their case with sample of the items.   They informed that the export products namely Torpedo propulsion  Sea Water Batteries are import substitution items and are manufactured by only a few companies all over the world. They further apprised the Committee that the items are very hi tech batteries to be supplied to Indian Navy and are used in Torpedo propulsion requiring   testing at various stages. As per the Quality assurance plan approved by the Naval Headquarters, 20 Electrodes per battery are required for various testings. It was also confirmed by them that 80 % recovery of Silver is made from Silver Chloride Sheets and 95 % from Silver Foil. There was no recovery from Magnesium Sheets  which was sold as scarp at Rs 42/Kg  which is negligible considering that CIF value of Magnesium Sheets  is Rs 25000/Kg.             Committee after deliberations decided that the quantities of import items may be allowed after taking a provision of 20 Electrodes per battery for testings and taking 80 % recovery of Silver from Silver Chloride Sheets and 95 % from Silver Foil. According to this, representative of DIPP present in the meeting worked out the entitlement of import item as under:   1 Silver Chloride Sheets: 1005 3 Kgs inclusive of 5 % wastage after taking 80 % recovery of Silver from Silver Chloride
