No. 01/82/162/605/AM07/DESIII Meeting No: 3/08 Date: 19707 Subject Revalidation of Adv.Auth. in r/o adv.lic.0310190911 dt. 27.3.2003 Committee noted that export obligation has been fulfilled to the extent of 52% and no imports effected. Hence, it was decided to allow revalidation of the advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the unutilized CIF value of the licence.
Case No.2: M/s. Refex Refrigerants Ltd., Chennai

Hence, it was decided to allow revalidation of the advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the unutilized CIF value of the licence.

Case No.6: M/s. Refex Refrigerants Ltd., Chennai
F. No. 01/53/162/2352/AM07/R82/ILS Subject Grant of Import Licence for import of HCF134a –Gas. Committee agreed to issue import licence for 3000 MTs of HCF134a –Gas 1,1,1,2 Tetrafluoro ethane on “stock and sale” basis and agreed to dispense with the actual user condition.
Case No.7: M/s. Hyelong Construction (I) Pvt.Ltd., Chennai,
F. No. 01/93/180/072/AM07/PC.I(B) Subject Permission for use of imports Left Hand Drive Concrete Pump Car in office premises and its reexport. Committee observed that the firm’s request is for use of imported Left Hand Drive Concrete Pump Car in the office factory premises and to be reexported after the assignment is over. It is further noted that D/o Road Transport & Highways, New Delhi have also given NOC for the same. Accordingly the Committee decided to accord requisite permission.
Case No.8: M/s. Tata Motors Ltd., Mumbai,
F. No. 01/80/162/2131/T43/ILS/PC.I(B) Subject Request for import of one second hand Renault Traffic vehicle for R&D purposes. Committee observed that the firm’s request is for import of second hand Renault Traffic Vehicle for R&D purposes as such new vehicle is not available in the country. Since import of said vehicle has been requested for to develop a new model in the country and Department of Heavy Industry has also supported the proposal subject to the condition that the vehicle will not be registered with RTO for plying on the Road, Committee accorded its approval for import of one second hand Renault Traffic vehicle for R&D purpose.
Case No.9: M/s Areva T&D India Ltd., Allahabad.
F. No. 01/80/162/447/AM07/DES.I Subject Request for extension in E.O.P. against adv. lic. No.0610007128 dt. 24.3.2004 Committee noted that the firm could not fulfil E.O. within the stipulated time period due to internal problems in Nepal during the said period. Hence the Committee decided to allow extension of export obligation period of the said advance licence upto 31.1.2008 subject to payment of composition fee @ 1% (per month) of the duty saved amount of duty free inputs proportionate to balance export.
Case No.10: M/s. Spectra Fashions, Kolkata.
F. No. 01/84/162/784/AM07/DES.V Subject EOP extension against Adv.Lic.No.0210061758 dt. 5.3.2004. Committee noted that the request of the firm was earlier considered and approved in the PRC meeting held on 2452007 wherein it was decided to extend the E.O period upto 532007. Since this period was already over on the date of endorsement of E.O.P. extension, the firm could not avail EOP extension accorded by PRC. The Committee reconsidered the matter and decided to allow extension of export obligation period of the said advance licence upto 31.12.2007 subject to payment of composition fee @ 1% (per month) of the duty saved amount of duty free inputs proportionate to balance export.
Case No.11: M/s. Grindwell Norton Ltd., Mumbai.
F. No. 01/80/162/685/AM07/DES.I Subject Grant of extension in EOP against adv.lic.No.0310185421 dt. 27.2.2003 Committee noted from the representation of the firm that they had already fulfilled 90% of E.O. imposed against the advance licence. Hence the Committee decided to allow extension of export obligation period of the said advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the duty saved amount proportionate to balance export.
Case No.12: M/s. Grindwell Norton Ltd., Mumbai.,
F. No. 01/80/162/686/AM07/DES.I Subject Grant of extension in EOP against adv.lic.No.0310216910 dt. 7.8.2003. Committee noted the reasons for not being able to fulfil the export obligation within the stipulated time period and decided to allow extension of export obligation period of the said advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the duty saved amount proportionate to balance export.

Accordingly the Committee approved the revalidation of the said licence upto 3112008 subject to payment of 2% composition fee of the unutilized CIF value of all these 39 licences.
Case No.15: M/s. K.L.F. Oil Industries, Kerala.
F. No. 01/85/162/581/AM06/DESVI Subject Regularisation of import of copra and coconut oil without NOC from STC against the following 4 advance licences: 1. 1010016265 dt. 11.6.2004 2. 1010019790 dt. 4.3.2005 3. 1010020931 dt. 15.7.2005 4. 1010021183 dt. 11.8.2005 This case was deferred in the last PRC Meeting held on 2862007 to ascertain if the firm had taken NOC from STC subsequently. The firm has now informed that they were not aware of the sudden change in the Policy requiring NOC from STC and the Customs Authorities also cleared their assignment without insisting for the same. Committee noted that the lapse appears to be genuine and the
customs authority should have verified the same before clearing the consignment. Hence the Committee decided to condone the lapse and regularize the imports.
Case No.16: M/s. Godavari Sugar Mills Limited,
F. No. 01/83/162/786/AM07/DESIV Subject Revalidation of Advance Licence No.0130181322 dated 29.01.03. Committee noted that export obligation has been fulfilled to the extent of more than 95%. Hence, the Committee decided to allow revalidation of the advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the unutilized CIF value of the licence.
Case No.17: M/s. Jindal Steel & Power Limited, New Delhi,

Hence, it was decided to allow revalidation of the advance licence upto 31.1.2008 subject to payment of composition fee @ 2% of the unutilized CIF value of the licence.
Case No.20: M/s. Kayjay Remedies Pvt. Limited
F. No. 01/82/162/389/AM07/DESIII Subject Revalidation of advance licence no.0310277068 dt. 25.6.04 Committee noted that export obligation has been fulfilled to the extent of 100%. Hence, it was decided to allow revalidation of the advance licence upto 31.1.2008. Committee further noted the reason given by the firm for not being able to utilize the licence on account of delay by Govt. Agencies. Accordingly the Committee allowed condonation of 2% composition fee subject to verification of this fact by the concerned RA.
Case No.21: M/s. United Phosphorous Limited
F. No. 01/94/180/255/AM08/PCI Subject Revalidation of advance lincence No.0310290599 dt. 10.09.04 for 6 months. Committee noted that export obligation has been fulfilled to the extent of above 95% quantitywise.
