DGFT may kindly refer their ID No. 01/81/050/0603/AM09/DESI/TR 492 dated 20.08.09 on the above subject. The revised applied quantities for paints have been considered. The firm has provided certain information that was required to enable us to process the matter. Accordingly calculations were done to arrive at the input requirements. 1 (i) The firm has exported 3910 MT and may complete the remaining exports later on. At present exports have been made in 12 gauges. Since it is required to recommend the input items for the applied export quantity of 10000 MT, the export quantity has been distributed into six bands covering all the thicknesses and on prorata weight basis. (ii) Mid point of the range has been taken as the reference for calculation of quantity of primer/back coat/top coat and substrate (Galvalume). Coating weights are also not uniform. Same principle of midpoint has been considered for coating weights also. (iii) On the basis of the data provided by the firm, paint characteristics has been considered (iv) Wastage of paint happens in the drum; during colour changes; in weld joints; front/back ends etc. During conversion of CR galvalume sheets to colour coated sheets, there is some process loss due to unusable front/back end and weld joints. Reasonable wastage has thus been considered. (v) For requirement of guard film, engineering Table1 has been considered and for the inputs rolls, rolling oil, steel strappings, and VCI Rusto paper, SION C 469 / C2034 has been considered. The firm has desired to import GP sheets @6.38 kg/ton for packing. Consumption norm is not readily available, because no other producer has asked for this item. So, packing policy has been proposed for this item. (vi) The firm has desired to import Resin also when export product is coated with resin. In the production of galvalume sheets/coils, SION C2034 has a provision for resin as an input. This is to provide protection to sheets from atmosphere, after coating with ZnAlSi alloy. But here galvalume is an intermediate product that will be covered with paints that contain resin. Moreover, the firm has applied for protective guard film. In view of this resin has not been recommended. DESI, DGFT may kindly refer to the above mentioned licence of M/S Titan Industries ltd. The firm proposes to export 350 numbers of Piston M10 Compensator of weight 457.94 kg for which they propose to import 678 kgs titanium round bar. The firm has now clarified that export weight of the product is 199.5 kg. It may be stated that the firm has changed statement twice when some clarification was being sought. Our recommendations based on the information given is the following:
1. The export weight of 199.5 kg may be incorporated in the licence. 2. This Office recommend for import of 326.4 kg of titanium round bar with net wastage of 63.6% with 2/3rd recovery. The firm was asked to submit certain information which they have submitted vide their letter of dated 220409. The firm has not submitted complete information. However based on the information available, this Office recommends the following. 1. The total export weight of 1509 MT may be incorporated in the licence. 2. The firm had not claimed any wastage on raw material and hence the same has not been recommended. 3. Item no 1 of import the firm has given calculation for the item and the net weight of item is 36.1 MT of length 8336 meters. we may recommend the same. 4. Item no 2 of import the firm has given calculation for the item and the net weight of item is 10.9 MT of length 70 meters. we may recommend the same. 5. Item no 3 of import the firm has given calculation for the item and the net weight of item is 126.4 MT of length 47866 meters. We may recommend the same. 6. Item no 4 of import the firm has given calculation for the item and the net weight of item is 33.1 MT of length 466 meters. we may recommend the same. 7. Item no 5 is a component & the same may be allowed under GN4. 8. The firm has neither given the calculation nor justification of import of fin tubes and structural section.(item no 6 & 7) .
