Fujifilm India Pvt. Ltd. for movement of the
cargo from Arshiya FTWZ Zone to JNPA
Zone (NSBP FTWZ Unit).  
M/s Fujifilm India Pvt. Ltd. has proposed the
transfer of goods from Arshiya FTWZ Zone to
JNPA 
Zone 
(NSBP

The
representative of the Company has stated that
the Helium being used in the MRI machine
requires constant temperature monitoring. 
Earlier M/s Arshiya FTWZ had provided one
manpower to monitor the temperature.  Now
they have withdrawn the manpower and asked
them to monitor there-own.  It is very difficult for
them to send the Medical Representative to
monitor the Helium temperature on daily basis.

द $क माल को $नवारक अनुर)ण के तहत Aथानांतरत
$कया जाएगा और $व$न\द(U अ8धकारी पयवे)ण करेगा�और यह सु$नH]त करेगा $क सामान जीआईएस !णाली के
साथ लगे जीपीएस स)म वाहन ^ै_क(ग +सAटम म3
Aथानांतरत $कया जाए�यह अनुम$त एक बार के उपाय के

Decision:- After deliberation, the Committee
approved the proposal of M/s Fujifilm India
Pvt. Ltd. for transfer of goods from Arshiya
FTWZ to JNPA-NSBP FTWZ subject to the
condition that the goods will be transferred
under preventive escort and Specified Officer
will supervise and will ensure that the goods
are transferred in a GPS enabled vehicle
tracking system mounted with GIS system. 
This permission is granted as a one time
measure.

This office letter dated 07.10.2024, the Development Commissioner has approved the
request for change in location from Arshiya FTWZ to JNPA SEZ, in terms of Instruction
No. 101 dated 01.11.2019 subject to the transfer of goods from one FTWZ to another
FTWZ should not be allowed except in specific and exceptional cases after
consideration by the UAC as stipulated in Instruction 117 dated 24.09.2024. All other
terms and conditions of the LOA No. SEEPZ/NEWSEZ/ARSHIYA-RAIGAD/144/2017-
18/19045 dated 18.09.2017 as amended shall remain unchanged.      
 
In this connection, vide letter dated 12.11.2024, M/s. R.E.Rogers India Pvt. Ltd. has
requested for Transfer of Goods from Arshiya FTWZ to JNPA SEZ under Change of
Location.
e. ADC’s Recommendation: 
In view of the above, the proposal of M/s. R.E.Rogers India Pvt. Ltd.  for Transfer
of Goods from Arshiya FTWZ to JNPA SEZ under Change of Location is submitted to
Approval Committee for consideration.

trading activities by renting storage space from the Co-
Developer, NSBP-FTWZ, HNPA-SEZ. They arrangements involve
renting the space from the co-developer and acquiring the
necessary goods on rate, hence, they don’t require any
imported of indigenous capital goods. However, they shall be

advantages of their trading solutions. Their efforts will be

clients.

Other information
The applicant has stated that M/s. Vipul Organics Ltd.
(SCOPE) Vipul Organics Founded in 1968, the Group of
companies 
began 
its 
journey 
with 
a 
foxes 
on
manufacturing 
naphtha’s, 
fast 
color 
salts, 
dye
intermediates. In 1974, vipul dye chem. ltd. Was launched
as the flagship company of the group.    Vipul dye chem.
Ltd. Is a certified manufacturing company, holding ISO
9001:2008  Certification. Additionally, since 2012, the
company has been operating its business from Arshiya
FTWZ, enhancing its logistical capabilities and efficiency.
Since 1992, it has been recognized as a star export house
by ministry of commerce, government of India.
 
M/s. Vipul Organic Ltd. (Vision) The vision of Mr.
Pravinchandra B. Shah, who played a pivotal role in the
establishment and growth of the enterprise, laid the
foundation for what would become a thriving business in
the dye and chemical industry.
 
Vide email dated 11.12.2024, the applicant has informed
that they are operating from Arshiya FTWZ with less than
1,000 Sq. Ft. of space and achieving commendable
business results. In this regard, they have already
submitted a letter on 25.11.2024 for consideration. 
 
Observations
On scrutiny of the application it is noticed that the
applicant has not submitted the following documents:-  
1. Means of Finance
2. Original copy of Form –F
 
The proposal was placed before the 57th UAC Meeting
dated 
28.10.2024. 
The 
Committee 
deferred 
the
proposal for setting up the new unit in JNPA-SEZ as the
unit had proposed to set up a unit in 640 Sq. Ft.
 
The applicant company vide letter dated 25.11.2024
has submitted their justification that the requested
space of 640 square feet comfortably allows
them 
to 
store 
and 
handle 
their 
products
efficiently.      
 
e. ADC’s Recommendation: 
Proposal of M/s. Vipul Organic Limited for setting up a Trading unit at M/s. JNPA-SEZ is

submitted to Approval Committee for consideration in terms of Rule 17 & 18 of SEZ Rules, 2006.

for 50 % export commitment due to the nature of their business operations.
c. Relevant provisions of SEZ Act, 2005 & Rules, 2006/Instruction/    
    Notification :- 
Rule19 of SEZ Rules, 2006.
d. Other Information: - 
  The unit vide mail dated 14.11.2024 has stated as under:
i. As a warehousing servce provider, they cater to a wide range of clients, including
foreign buyers and suppliers, as well as domestic tariff area (DTA) buyers and
suppliers. The import and export activities of these goods are solely controlled by
their clients, and they have no authority over their export decisions.
ii. They will ensure compliance with all legal requirements, including the prohibition
of restricted goods and adherence to relevant laws, it is beyond their capacity to
enforce that their clients export a specific percentage of their goods. Therefore,
they are unable to commit to the condition of exporting 50% of all goods stored in
their facility on behalf of their clients.
iii. The unit has requested that this condition be reconsidered, as it is not feasible for them
to meet the 50% export commitment due to the nature of their business operations.
e. ADC’s Recommendation: 
For amendment of condition, the Proposal of M/s. Kuehne + Nagel Pvt. Ltd. JNPA Limited
- 50% Export commitment as stated in the LOA is put up before the Approval Committee for
consideration.
