Agenda Item No. 01: Confirmation of Minutes of the 47th meeting held on 01.11.2023.
The Minutes of the 47th Meeting held on 01.11.2023 were confirmed with
consensus.
Agenda Item No. 02 : Application of M/s. Siddhidhata Trading Co. for Setting up of a
New Unit at JNPA-SEZ

M/s. Siddhidhata Trading Co. had applied for setting up of a new unit at M/s.
JNPA-SEZ
for
Warehousing
and
Services
Activities
of
Consolidation
of
Cargo,
Warehousing of Base Oil, Warehousing of Fuel Oils, Warehousing of Petroleum
Bitumen, Warehousing of Polyester Knitted Fabric, Warehousing of Viscose Knitted
Fabric, Quality Checking and Testing, Packing or re-packing, labelling, re-labelling
in an area admeasuring 3500 sq. mtrs., envisaging FOB value of exports of Rs. 21.00
Crores, FE outgo of Rs. 0.31 Crores and NFE of Rs. 20.069 Crores over a period of 5
years with employment generation of 14 nos. (10 Men & 04 Women).
Decision :- After deliberation, the Committee observed that the Unit representative was
not available to present the project details before the Approval Committee. Therefore,
the Committee deferred the proposal of M/s Siddhidhata Trading Co. for setting up of a
Warehousing and Services activities unit at M/s. JNPA-SEZ.
Agenda Item No. 03: Application of M/s. TVS Toyota Tsusho Supply Chain Solutions
Limited for i.r.o Setting up of a New FTWZ Unit in NSBP-FTWZ at JNPA-SEZ
M/s. TVS Toyota Tsusho Supply Chain Solutions Limited had applied for
setting up of a new unit in NSBP-FTWZ at M/s. JNPA-SEZ for Cargo Handling Services,
Warehousing and Storage Activities, Freight Forwarding Services and transportation,
Packing services (Packing, Re-Packing, Multi-Unit Packing, Labelling, Re-Labelling,
Kitting, sorting/Assorting, shrink-Wrapping and Strapping, Unitizing, Palletisation) in
an area admeasuring 1000 sq. ft., envisaging FOB value of exports of Rs. 8.00 Crores,
FE outgo of Rs. 0.56 Crores and NFE of Rs. 7.43 Crores over a period of 5 years with
employment generation of 22 nos. (12 Men & 10 Women).
Decision :- After deliberation, the Committee approved the proposal of M/s TVS Toyota
Tsusho Supply Chain Solutions Limited for setting up of a Warehousing and Storage
unit in NSBP-FTWZ at M/s. JNPA-SEZ in an area admeasuring 1000 sq. ft., at
Warehouse No. 5, JNPA-SEZ, NSBP-FTWZ Village Sawarkar, Taluka-Uran, District
Raigad, Maharashtra-400707, envisaging FOB value of exports of Rs. 8.00 Crores, FE
outgo of Rs. 0.56 Crores and NFE of Rs. 7.43 Crores over a period of 5 years with
employment generation of 22 nos. (12 Men & 10 Women). It was noted that the initial
space requirement would cater to initial requirements of the Applicant.
Agenda Item No. 04: Application of the unit M/s. R K Flexo Printers Packers LLP for
approval of inclusion of additional products in the LOA for trading activities without

revision of projections for their SEZ unit located at M/s. JNPA – SEZ.
The Unit M/s. R K Flexo Printers Packers LLP requested for inclusion of
additional products in the LOA for trading activities without revision of projections for
their SEZ unit located at M/s. JNPA – SEZ. The details of proposed additional items are
as Annexed at ‘A’ and ‘B’ to their application.
Decision:- After deliberations, the Committee observed that the proposal is deficient in
respect of specific items details. Therefore, the Committee deferred the proposal of the
Unit M/s. R K Flexo Printers Packers LLP for approval of inclusion of additional
products in the LOA for trading activities for their SEZ unit located at M/s. JNPA – SEZ
in terms of Rule 19(2) of SEZ Rules, 2006 and directed the unit to revise the description
of the items to make them specific.
Agenda Item No. 05: Application of M/s. Y R Dynamic Warehousing Services LLP for
setting up of a new unit in M/s. JNPA-SEZ.
M/s. Y R Dynamic Warehousing Services LLP had applied for setting up of a
new unit at M/s. JNPA-SEZ for Warehousing and Services activities viz. Other
supporting and Auxiliary Transportation Services, Services in the nature of warehouse
Services (Including Storage Services) in an area admeasuring 8,000 sq. mtrs., envisaging
FOB value of exports of Rs. 8.30 Crores, FE outgo of Rs. 0.338 Crores and NFE of Rs.
7.96 Crores over a period of 5 years with employment generation of 110 nos. (77 Men &
33 Women).
Decision :- After deliberation, the Committee observed that the unit representative was
not able to justify the cost of project vis-a-vis export projections. The Committee thus
deferred the proposal and directed the applicant to re-submit revised application with
proper details.
Agenda Item No. 06: Proposal of M/s. Jawaharlal Nehru Port Authority (Developer) for
Approval w.r.t. laying pipeline for Water Supply Distribution system to be used for SEZ
as well as non-SEZ to be laid from ‘Gavanphata’ to JN Port Area passing through green
belt of JNPA-SEZ.
The Developer requested for the approval w.r.t. laying pipeline for Water Supply
Distribution system to be used for SEZ as well as non-SEZ to be laid from ‘Gavanphata’
to JN Port Area passing through green belt of JNPA-SEZ. Out of the total length of the

pipeline nearly 3.17 km length of pipeline is proposed within the green belt of SEZ in
Sectors 1, 2, 3 and 4.
Decision :- After deliberation, the Committee approved the proposal of M/s. Jawaharlal
Nehru Port Authority (Developer) for laying pipeline for Water Supply Distribution
system to be used for SEZ as well as non-SEZ to be laid from ‘Gavanphata’ to JN Port
Area passing through green belt of JNPA-SEZ (notified area to the tune of approx. 3.17
Kms) without availing of any duty/tax benefit as per MOC&I Instruction no. 54 dt.
15.03.2010 and 30.04.2010.
Supplementary Agenda Item No. 01: Approval w.r.t. Duty free procurement of List of
material of the Co-Developer, M/s. Nhava Sheva Business Park Private Limited,
required for development of their FTWZ infrastructure.
The Co-Developer requested for the approval of Duty Free procurement of Goods
vide letter dated 10.11.2023 duly certified by Chartered Engineer Mr. Hitesh K. Assar,
Registration No. AM-093601/7 dated 17.02.2006, amounting of Rs. 2,20,00,000/-
required for the development of their FTWZ infrastructure for giving required services to
their clients.
During the discussion, the representative of the Co-Developer stated that the
material, as per list, is required for their SEZ unit and not for the Co-Developer
operations.
Decision:- After deliberation, the Committee observed that as per SEZ Rules, the
requirement of material for SEZ unit for their authorized operation is not under purview
of Approval Committee. Therefore, the Committee directed the Co-Developer to submit
their revised application on which decision will be taken accordingly.
