Lakhs, FE Outgo of Rs. 1211.00 /- in Lakhs and NFE
of Rs. 158.00in Lakhs over a period of 5 years with
employment generation of 12 individuals. (10 Men &
2 Women)

To market services from the proposed FTWZ (Free Trade and Warehousing Zone)
unit, they plan to establish a dedicated global marketing team that will travel
internationally to generate business.
They are currently in discussions with several international customers and are in the
final stages of negotiation . However, without receiving the required approval to
establish the SEZ unit, they are unable to execute any formal written agreements at
this time.

No. SEEPZ/NEWSEZ/JNPA-SEZ/SGPGPL/17/2021-22 Dated 07.06.2022
that has been granted an extension in LOA until 06.06.2025, vide letter
dated 04.03.2025.
Consider 29th Meeting of the Approval Committee Dated 28.04.2022 Unit
Appication for setting up New Unit for manufacturing & Trading M/s. SG
Pharma Global Private Limited .
Decision:- After deliberation, the Committee approved the proposal of
M/s. SG Pharma Global Private Limited for setting up a Urut for
Manufacturing and Trading activity of Product A (ie. Manufacturing-
Annexure A) Oral Dosage i.e. Tablets, Capsules and Oral Sachets,
Product B (ie. Trading-Annexure B) Injection (Liquid) ie. Ampoule and
Vial, Injection (Dry Powder) at JNPT-SEZ in an admeasuring area
8390.77 Sq. ft. Plot No. F3, JNPT-SEZ, Developed by JNPT, Uran, Navi
Mumbai - 400702 envisaging FOB value of exports of Rs. 6530 Lakhs, FE
outgo of Rs. 1284 Lakhs and NFE of Rs. 5246 Lakhs over a period of 5
years with employment generation of 36 nos. (14 Men & 22 Women) and
also subject to maintaining separate records/register of manufacturing
and trading, separate books of accounts and also indicate separately in
the APR for monitoring

Findings
1.
This is 4 years performance scrutiny (2020-21 to 2023-24) of the existing block period of the LOA
of the unit.
2.
i. The unit has achieved export revenue of Rs. 0.01/- Crores as against projected export of Rs.
16.00/- Crores i.e. 0.0625% during the period for FY 2020-21.
ii. The unit has achieved export revenue of Rs. 8.79/- Crores as against projected export of Rs.
27.92/- Crores i.e. 31.48% during the period for FY 2021-22.
iii. The unit has achieved export revenue of Rs. 54.76/- Crores as against projected export of Rs.
40.00/- Crores i.e. 136.9% during the period for FY 2022-23.
iv. The unit has achieved export revenue of Rs. 84.77/- Crores as against projected export of Rs.
60.00/- Crores i.e. 141.28% during the period for FY 2023-24.

Cumulative Net Foreign Exchange Rs. ( -0.90)/- Crores is negative for FY 2020-21.
Cumulative Net Foreign Exchange Rs. 5.80/- Crores is positive for FY 2021-22.
Cumulative Net Foreign Exchange Rs. 53.75 /- Crores is positive for FY 2022-23.
Cumulative Net Foreign Exchange Rs. 122.90/- Crores is positive for FY 2023-24.

There is no CRA Objection pending against the unit.

There is no SCN pending.

APRs for the FY 2020-21 to 2023-24 have been submitted and filed within the prescribed time.
7.
During the year 2022-2023 and 2023-2024, Unit has not correctly mentioned NFE Value at the end
of Previous year period. Due to which NFE is shown higher by Rs. 90 Lakhs. Therefore, APR for
the said period need to be revised.
8.
Unit has achieved Positive NFE of Rs. 123.80 Crore till end of Financial Year 2023-2024 as per
APR.
However, The Actual Cumulative NFE achieved by the unit is Rs. 122.90 till end of Financial Year
2023-2024.
 
e. Recommendation: 
The proposal of the Units are based on the Final Scrutiny Report in terms of Rule 54 of SEZ Rules, 2006 is
submitted to the Approval Committee for consideration.

          In terms of Rule 12(2) of SEZ Rules, 2006 and also Instruction No. 50 dated 15.03.2010 issued by MOC&I
               “The Developer shall make an application, after obtaining approval for the authorized operation under
rule 9, to the Development Commissioner along with the list of goods and services, including machinery,
equipments and construction materials required for the authorized operations, duly certified by a Chartered
Engineer for approval by the Approval Committee”.
 
 
d. Other Information: - 
M /s. Nhava Sheva Business Park Pvt.Ltd.  (Co- Developer) has been granted Formal Approval No.
F.1/4/2010-SEZ dated 20.08.2019. as Co-Developer of Notified Special Economic Zone for Multi Product-
SEZ, situated at JNPA-SEZ, Taluka-Uran, District- RAIGAD, Pin Code -400707  .
       The Co-Developer vide letter dated 10.06.2025 has submitted the List of Materials for various types of
development works of FTWZ at Plot No. 406/FTWZ1, Sector – 4, JNPA-SE.Z.  The estimated cost of the material is Rs.
25,809,776/- and the same has been certified by Chartered Engineer Certificate vide his certificate dated
05.06.2025.
     
     The Specified Officer, JNPA-SEZ vide letter dated 25.06 .2025 has stated that on the basis of CE-certified
list of goods submitted by M /s. Nhava Sheva Business Park Pvt.Ltd.  (Co- Developer), the list has been verified
by their office and was found the same to be fit in the authorized operation of the Co-Developer M /s. Nhava
Sheva Business Park Pvt.Ltd.
