JNPA-SEZ; in an area admeasuring 5000 sq. ft., at Warehouse No. 6, NSBP-FTWZ
located at JNPA-SEZ, Village Sawarkhar, Taluka-Uran, District Raigad, Maharashtra-
400707, envisaging FOB value of exports of Rs. 294.45 Crores, FE outgo of Rs. 288.82
Crores and NFE of Rs. 5.63 Crores over a period of 5 years with employment generation
of 9 nos. (4 Men & 5 Women).
Agenda Item No. 04: Application of M/s. DSV Solutions Private Limited for i.r.o Setting
up of a New FTWZ Unit in NSBP-FTWZ at JNPA-SEZ
M/s. DSV Solutions Private Limited had applied for setting up of a new unit in
NSBP-FTWZ at M/s. JNPA-SEZ for Cargo Handling Services, Storage and Warehousing
activities of items covered under HSN code 33030090 viz. Perfumes and Toilet Water
only, Freight Forwarding Services & Transportation and Packing services (Packing, Re-
packing, Multi-Unit Packing, Labelling Re-labelling, Kitting, Sorting/Assorting, Shrink-
Wrapping and Strapping, Unitizing, Palletisation in an area admeasuring 5000 sq. ft.,
envisaging FOB value of exports of Rs. 5.90 Crores, FE outgo of Rs. 07.74 Crores and
NFE of Rs. 5.16 Crores over a period of 5 years with employment generation of 16 nos.
(8 Men & 8 Women).
Decision :- After deliberation, the Committee approved the proposal of M/s DSV
Solutions Private Limited for setting up of a Warehousing and Storage unit in NSBP-
FTWZ at M/s. JNPA-SEZ in an area admeasuring 5000 sq. ft., at Warehouse No. 5,
JNPA-SEZ, NSBP-FTWZ Village Sawarkar, Taluka-Uran, District Raigad, Maharashtra-
400707, envisaging FOB value of exports of Rs. 5.90 Crores, FE outgo of Rs. 0.74
Crores and NFE of Rs. 5.16 Crores over a period of 5 years with employment generation
of 16 nos. (8 Men & 8 Women).

a. Proposal :-
Application of M/s. Krish Food Industry (India) for Broad Banding of items of
manufacture and exports with Revision of export-import projections for the remaining 2
years of the existing block period i.e. 2023-24 to 2024-25 in the existing LOA of their SEZ
unit located at M/s. JNPA – SEZ.
b. Speciic Issue on which decision of AC is required :-
Approval for Broad Banding of items of manufacture and exports with Revision
of export-import projections for the remaining 2 years of the existing block period i.e.
2023-24 to 2024-25.
c. Relevant provision of SEZ, Act, 2005 & Rules:
Proviso (ii) of Rule 19(2) of SEZ Rules, 2006 – “Provided that the Approval
Committee may also approve proposals for broad-banding, diversiication, enhancement
of capacity of production, change in the items of manufacture or service activity, if it
meets the requirement of Rule 18.”

Further, the unit has stated as under:
• They have been undertaking extensive marketing efforts for export of approved products as
per LOA. During the marketing efforts, they observed that there is good potential for exports
of the proposed products and has requested for Broad Banding of LOA.
• Further, the unit has stated that proposed additional items will result into change in the
existing projections of Export & Investment as submitted by them during the application for
setting up of SEZ unit, the revision in Exports and investment will be due to the purchase of
Automatic Stick Packing Machine for repacking of Instant Coffee Powder and its export.

**It is seen that there is no change in the employment on addition of proposed broad banding
item. Unit in its letter dt. 14.09.2023 has stated that presently they have employed 76 employees
he present manpower strength is suficient for the proposed broad banding activities and the
estimated export projections. Also the skilled and unskilled workers are easily available in the
nearby vicinity and will gradually increase as per the project requirement.

from the proposed SEZ unit shall use digital medium to reach to
prospective customers and will also establish dedicated marketing
team for marketing of their services. Further, they have
confirmation from few of their existing customers for new
business/ projects to be executed from their proposed SEZ unit,
though they have not entered into any written agreement yet in
absence of SEZ LOA for the proposed unit in JNPA-SEZ.

Y R Dynamic Warehousing Services LLP (Y R Dynamic) is a
LLP incorporated in 2020.
They started to develop the services with Maharaja Trading.
Mr. Abdul Rashid is the founder of the group. They have past
experience in the process of custom clearing, warehousing storage
and transportation service and based on their strength, state of
the art infrastructure, trained manpower and advance customer
service attitude, they can handle all type of Cargo from Heavy to
Hazardous.

M/s. YR Dynamic Warehousing Services LLP, was granted
Letter of Approval (LOA) No. SEEPZ/NEWSEZ/JNPT-
SEZ/YRD/20/2021-22/10621
dated
28.06.2022
in
respect of setting up an SEZ unit for “Services in the
nature of Warehouse Services” at Plot No. E11, JNPA-SEZ,
Developed by JNPT, Uran, Navi Mumbai - 400702.
The unit is yet to commence its operation.
The unit has granted 1st extension of validity of LOA for
further period of 1 year w.e.f. 28.06.2023 to 27.06.2024 in
terms of Rule 19 (4), of SEZ Rules 2006 due to unit has
stated that adjudication process took time and there are in
process of registration of lease deed.
In current Application the following observation has been
made :
Proposed List of Items submitted by the applicant involves
warehousing/storage of Perfumes and Toilet Waters,
Fabrics /Embroidery Fabrics, Woven Fabrics of Noil Silk,
Plain Woven Fabrics of Cotton, Dyed, Plain Fabrics Cotton
which are Sensitive in nature. Therefore, the Specified
Officer needs to examine the items and submit their
comments.
