NC 25/12 dt. 22.09.2011 F.No. 01/84/162/018/AM-12/DES-V Clarification on import of Sodium Tripolyphosphate Powder (STPP) as a Syntan Synthetic Tanning Agent against export of Finished Leather under SION G-7. Decision : The Committee considered the case as per agenda and in consultation with the representatives of technical authorities present in the meeting decided to ratify the Advance Authorization issued in this case as per written comments of DIPP U.O. dated 20.09.2011 DIPP observed as under :- “As per Institute of Chemical Technology, Mumbai, Syntan has been allowed as one of the import items at S. No.
PRO version gy y 19 of SION G-7 & G-46 against export of finished leather. Syntans are synthetic agents meant for multiple end uses in tanning / Leather Industry. They are used for pre-tanning re-tanning, bleaching, neutralizing, filling etc., and are used with other tanning agents to modify their action. Syntans are tanning agents manufactured by condensation reactions. There are a large number of syntans used in tanning / Leather Industry. Sodium Tri-phosphate Powder (STPP) is a condensed phosphate falling under the category of Chain polymeric form of phosphates. Widely known among the many uses of polyphosphates is their application as pre-tanning materials for pelts. Sodium phosphate molecules are fixed to the basic amino group of the collagen and reactivate them. These facilitating easy penetration of even highly astringent tanning. Therefore, the Institute has concluded that STPP, a Synthetic Polymeric Phosphates finds application as a Synthetic tanning agent, particularly in pre-tanning and re-tanning of Leather. Indian Institute of Technology, Kharagpur has also stated that STPP is generally referred as a safe chemical and has polyphosphate functional group which is expected to do tanning of skins. STPP is well known as pre-tanning agent for Leather. Polyphosphate is not only having pre-condition ability to hide but also has weak tanning ability. Hence, in suitable condition, the STPP may also be used as syntan for Leather tanning process. Ministry of Science & Technology (S&T) has also stated that there are many application of STPP in various industries among them one of the applications is that it can be considered as SYNTAN i.e. Synthetic Tanning Agent in Leather Tanning. Based on above information, it is recommended that STPP a synthetic phosphate (Polyphosphate) is also a type of Syntans and under suitable conditions used for pre-tanning and re-tanning in Leather Industry.” The Committee found that STPP i.e. Sodium Tripolyphosphate Powder is synthetic polymeric phosphate. It is suitable for pre-tanning and re-tanning in leather industry. The Committee agrees with the views of DIPP that STPP would be classified as a Syntan and would be importable under S.No.18 of SION G-7 against export of finished leather. The applicant firm and Department of Revenue may be informed accordingly. (5)

PRO version Re-fixation of input output norms in respect of Advance Authorisation No. 0410094368 dated 12.03.2008. Decision : The Committee considered the case as per agenda alongwith other relevant papers and in consultation with technical authorities present in the meeting decided to modify earlier decision 24.04.2008 keeping in view documentary evidence (shipping bills) produced by the firm. The Committee further observed that there is documentary evidence that the exported item size ranges from 38 to 46. After deliberation the Committee decided to amend the ad-hoc norms for import item 70% Cotton 30% Nylon Fabric width 57” GSM – 137 from 2.25 Sq. Mtrs./Pc. to 3.11 Sq. Mtrs./Pc.. Thus, the Committee enhanced, the quantity of import item to 62200 Sq. Mtrs. The R.A. shall be advised to take necessary action subject to compliance of other usual conditions.

Decision : The Committee considered the case as per agenda alongwith other relevant papers and heard Mr. Radheshyam Jalan, Director/Partner of the firm, who appeared for personal hearing before NC. He explained all the eight export items alongwith sample. In view of this, Committee after deliberations in consultation with representatives of technical authorities present in the meeting decided to call the details of actual imports and requirement of import items for each export product in quantity terms alongwith chart. It was therefore decided to defer the case for re-listing on 13.10.2011
