Minutes of the Norms Committee-II Meeting No. 46/08 held on 12.02.2008.
The Meeting No.46/08 of Norms Committee-II was held on 12.02.2008 for the licensing year 2007-2008 under the Chairmanship of Joint Director General of Foreign Trade (OPH) to consider the applications under Duty Exemption Scheme (Chapter-4) of Foreign Trade Policy 2004-2009. Decision : The case regarding ratification of norms in respect of above advance authorization was considered by the Norms Committee - II in its M.N0. 46/81 held on 12.02.2008. On the basis of the recommendation of the representative of DIPP present in the meeting. The Norms Committee, after deliberating upon the case, decided to ratify the norms in respect of the subject Advance Authorisation with following modifications:-

  1. Net weights of 18060 Kgs., 1204 Kgs. & 1585 Kgs. may be specified with the quantities of export products at S.No. 1, 2 & 3 respectively (cumulative net export weight 20859 Kgs.).
  2. Quantities of import items from S.No. 1 to 4 may be allowed as applied for on net to net basis.
  3. Quantities of import items at S.No.5 & 6 may be allowed as12723 Kgs. and 767 Kgs. respectively inclusive of 5% wastage.

R/A may take suitable consequential action accordingly.

on 12.02.2008. On the basis of the recommendation of the representative of DIPP present in the meeting. The Norms Committee, after deliberating upon the case, decided to ratify the norms in respect of the subject Advance Authorisation with following modifications:-

  1. Quantities of import items from S.No.1 to 5 may be allowed as 2296 meters, 1102 meters, 2924 Meters, 578 meters & 1236 meters respectively inclusive of 5% wastage.
  2. Quantities of import item at S.No.6 may be allowed as 2656 Kgs., inclusive of 5% wastage.

R/A may take suitable consequential action accordingly.

on 12.02.2008. On the recommendation of the representative of DIPP present in the meeting, it was decided by the Committee to call for the following information/clarification from the firm and to re-list the case on 01.04.2008: -

  1. Description of export products indicating details of conductor, insulation, armoring, voltage rating etc.
  2. Total requirement of each raw material, export product – wise in a tabular form.
  3. Sample calculation of requirement of raw materials supported by cross sectional diagram of cable.

The firm may also be informed that if want to appear for PH in the case, they may come on 01.04.2008.

on 12.02.2008. The committee observed that the wastage norms of the firm has already been decided by the norms committee as per applicable SION S. No.
C-832. Therefore, the Norms Committee, after deliberating upon the case, decided to reject the request of the firm.

M/s Aksh Optifibre Ltd.Bhiwadi

on 12.02.2008. The Committee observed that this case pertains to Chemical NC. Therefore, the Committee decided to transfer this case to NC-IV.

on 12.02.2008. On the basis of the recommendation of the representative of DIPP present in the meeting. The Norms Committee, after deliberating upon the case, decided to advise the firm as under:-

As para 4.24A of the Handbook of Procedures(Vol. I), in respect of products for which SION does not exist, the licence holder is required to submit an application in NF along with the prescribed documents to NC before making a shipment. Firm may accordingly advised to submit applications to NC before making any shipment for fixation of Norms for that shipment.

As para 4.24A of the Handbook of Procedures(Vol. I), in respect of products for which SION does not exist, the licence holder is required to submit an application in NF along with the prescribed documents to NC before making a shipment. Firm may accordingly advised to submit applications to NC before making any shipment for fixation of Norms for that shipment.
