DGFT. Following officers were present in the meeting. Committee ratified the minutes of meeting No. 21, 22 held on 16.09.2010 and 23 held on 23.09.2010. Thereafter individual cases were taken up for discussion. Decision taken in each case is enumerated below. Adhoc norms fixed in this meeting are valid for a period of 12 months as per Public Notice 37 dated 23.08.2007 1 385 M/S.CAMLIN LTD., MUMBAI M.No. 24/11 DT. 21.10.2010 Status: Deferred HQ File :01/87/050/0170/AM06 RLA File :03/94/40/0146/AM06 Lic.No/Date:0310329761 12.05.2005 The case was considered by the committee as per agenda. The Committee decided to call the applicant Firm for PH alongwith export samples, shipping bills, and other documentary evidence. To be relisted on 25.11.2010. 2 386 M/S.USHODAYA ENTERPRISES PVT. LTD. HYD Status: Deferred HQ File :01/85/162/148/AM11 Modification of SION appearing at Sl. No. E126 for export of Vegetable Pickles in Oil/Mixed Pickles in Oil The case was considered by the committee as per agenda. The Committee decided to ask applicant Firm to provide production/consumption data of manufacturing units for the last three years duly certified by Central Excise Authority and routed through concerned EPC. The applicant may apply under Para 4.4.2 of HBPVol I , 20092014 for licence if it so desires. MSME may send comments whether items asked for are pickling agents. To be relisted. on 18.11.2010.
3 387 REF. FROM FORUM OF CONSUMER AFFAIRS, N. DELHI Status: Clarified HQ File :01/85/162/144/AM11 Unlawful import of Tapioca, Wheat Gluten and Lactose / Fructose /Maltose / Mannitol / Sodium Saccharin and artificial sweetening agents by various exporters under DFIA against export of Biscuits. The case was considered by the committee as per agenda. It was noted that the SION for export product Biscuit is at Sl. No. E5. It was also noted that SION E5 as well as E1 pertaining to Assorted Confectionery is presently under review. The inputs allegedly imported unlawfully are not specifically mentioned in SION E1 & E5. It was felt that only when the SION review is completed, it will be known what all inputs are actually used for production of the items. However, regarding use of Tapioca starch, MSME has conveyed vide ID Note dated 16.09.2010 that Tapioca starch may not be imported under SION E5 against inputs ‘flour’ mentioned at Sl. No. 1 ‘Maida/Atta/Flour’. As regards use of Mannitol, MSME has conveyed vide ID Note dated 22.09.2010 that Mannitol could be used as sugar substitute upto 40% of confectionary weight only in specific varieties of confectionary i.e. low calorie and sugar free varieties. Further, Directorate of Sugar vide letter dated 03.09.2010 have reiterated its opinion conveyed vide letter dated 11.09.2009 that excessive use of Mannitol is prohibited on health ground. Committee, therefore, recommended that pending review of the SION, a Policy circular may be issued prohibiting import of (i) Tapioca Starch & Wheat Gluten against import tem No. 1 of SION E5 and (ii) Lactose/Fructose/Maltose/Mannitol/Sodium Saccharin against item No. 2 of SION E5 and item No. 1(a) of SION E1.
