Agenda for the meeting of Board of Approval to be held on 4th October, 2006 (27th October Agenda Main)
Item No. 1 : List of deferred proposals from the earlier BOA meetings and fresh proposals received after the last BoA meetings is placed at Annexure 1 for consideration of the Board.
Item No. 2: Proposal of Adicorp Mundra SEZ Infrastructure Private Limited (ADICORP) for co-developer of Mundra SEZ for providing social infrastructure
Mundra Port and Special Economic Zone Limited (MPSEZL) (formerly known as Gujarat Adani Port Limited) has been issued letter of approval on 12.4.2006 for developing a multi product SEZ in Gujarat. The SEZ has since been notified on 23rd June, 2006. The developer has now submitted its request for approval to ADICORP as co-developer of Mundra SEZ for providing infrastructure facilities and undertaking authorized operations. An agreement between the co-developer and developer has been provided.
Item No. 3: Request of ADICORP for carrying out authorized activities in the multi product SEZ mentioned in item No. (i) above.
ADICORP has requested for approval of following authorized activities proposed to be carried out in the above mentioned SEZ.
List of activities/authorized operations proposed to be carried out by the co-developer for developing and providing social infrastructure facilities and services in the non-processing area.
Land and site development, Boundary wall, main gate and fencing.
Internal road, street lighting, land scalping, gardening, rain water harvesting.
Sewerage network, sewerage treatment plant, storm water drainage network.
Fire and safety systems.
Water supply network, water treatment plant
Distribution systems for electricity and gas.
Telecom and infocomm network, TV channel and other connectivity facilities.
Housing complexes, workers, Hostel, Creches, Canteen, Cafeteria, Rest
rooms, Community Centers, Library.
Dispensary, Nursing Home and Hospital etc.
School and other educational buildings, training Centre, Buildings for
worship.
Club House, Multiplex Theatre, Open air Amphitheatre, Shopping Malls.
Gymnasium, Swimming pool and Indoor and outdoor Sports and
recreational facilities.
Office buildings, Institutional buildings, Conference Centers, Security Offices,
Parking area.
Hotel, Service apartments.
Furnishing of the Buildings.
Other necessary and incidental activities.
Development, Financing, Operation and maintenance of the above facilities.
Providing services and facilities as might be required to attain the above

Services to be availed to perform above activities e.g. master planning
services, feasibility study services, various surveys, detailed engineering and
planning services, Human resource related services, Retainer ship services,
marketing services, Accounting and legal services, Manpower supply
agencies services, land/site development services, construction services,
Commissioning and installation services, management consultancy, corporate
advisory services, Port and transport services, material handling services and
other services as might be required and necessary.
Item No. 4: Request from Gujarat Adani Port Limited (GAPL) to waive the requirement of no public thoroughfare and notify the additional area.
The proposal for setting up of Multi Product SEZ at Mundra, Gujarat, by M/s. GAPL over an area of 2658.19 hectares was considered in the meeting of the Board of Approval held on 17th March 2006. Approval letter was issued on 12th April 2006. The approval was subject to the land of the SEZ being contiguous.
While furnishing the information for notification, an area of 382.96 hectares, though in possession of the developer, was excluded as a public road along side was breaking the contiguity with the rest of the land area. The developer has now informed that this road will be mainly used by the SEZ users and to some extent by the users of the Jetty built and operated by Gujarat Maritime Board (GMB) only and that the road in question will not hamper the functioning of SEZ. The developer has therefore requested to consider waiving the requirement of no public thoroughfare and notify the additional land area of 382.96 hectares.
This request was considered in the meeting of BOA held on 12.6.2006 and was deferred as the notification for the SEZ was issued. The SEZ has now been notified on 23.6.2006.
This request is being placed before the Board for consideration in terms of
provisions of Rule 5(2) of the SEZ Rules, 2006.
Item No. 5: Expansion of GAPL SEZ area by taking land on lease from MSEZL on both sides of railway line land.
The proposal for setting up of Multi Product SEZ at Mundra, Gujarat, by M/s. GAPL over an area of 2658.19 hectares was considered in the meeting of the Board of Approval held on 17th March 2006. Approval letter was issued on 12th April 2006. The approval was subject to the land of the SEZ being contiguous.
Notification for multi product SEZ by GAPL has been issued for an area of 2406-76 hectares. Developer has now requested for expansion of the GAPL SEZ area to 3357.1 hectares. The developer informed that they have taken the land area of 950.34 hectares by way of lease. This proposal was considered in the meeting of BOA held on 12.6.2006 and was deferred as the SEZ was not notified. The SEZ has since been notified on 23.06.2006.
Section 4(1) of the SEZ Act 2005 provides for expansion of the SEZ area and the request is therefore placed before the Board for consideration.
Item No. 6: Request of M/s. GAPL for demarcation of an area as FTWZ in the multi product SEZ at Mundra, Gujarat.
The proposal for setting up of Multi Product SEZ at Mundra, Gujarat, by M/s. GAPL was considered in the meeting of the Board of Approval held on 17th March 2006. Approval letter was issued on 12th April 2006. The approval was subject to the land of the SEZ being contiguous.
The developer has now requested for approval of setting up of FTWZ in
an area of 320-75-02 hectares as part of multi product SEZ at Mundra. The
original application did not contain this request. The SEZ Rules 2006 notified in
February 2006 provide for setting up FTWZ as a part of the Multi Product SEZ.
The developer has accordingly requested for setting up FTWZ.
Notification for the Multi product SEZ at Mundra, Gujarat by M/s. GAPL, on an area of 2406-76 hectares, has been issued. The proposed area falls at S.No.6 of the notification.
The developer has also stated that the 20% area restriction (Rule 5(c) of the SEZ Rules) for FTWZ as applicable to sector specific SEZ is not applicable to multi-product SEZs. The developer has made following further submissions:
(i) The already notified area of the SEZ is 2406-75-92 hect. (ii) 35% of the area will be developed as processing area.
(iii) Minimum processing area based on the above, works out to 842 hect. (iv) Request for expansion of the SEZ area and exemption from public thorough fare has already been submitted to Government. (v) The additional area of the SEZ consequent upon approval of expansion will be 1350 hect. (vi) With the additional area getting notified , processing area of the SEZ will increased to more than 1600 hect and the proposed FT&WZ area of 320 hect will be within 20% limit.
The request is placed before the Board for consideration in terms of provisions of Section 6 of the SEZ Act 2005 read with Rule 11of the SEZ Rules 2006.
Item No. 7: Authorised activities in the Dahej SEZ
Formal approval was granted for setting up of multi-product SEZ at
Dahej, Gujarat by M/s Dahej SEZ Limited. The Developer has now sought
approval for the following activities to be carried out in the SEZ.
(i)
ONGC’s C2 C3 Extraction Project:
(ii)
Petrochemicals Complex
(iii)
Integrated Power Plant (500 MW minimum)
(iv)
Tertiary Plastic Processing Industries
(v)
Development of infrastructure like ETP,
(vi)
Drainage, Roads, Railway sidings etc. including
(vii)
Social infrastructure e.g. housing etc.
(viii) Other units:
Item No. 8: Request of Free Trade Warehousing Private Limited (FTWPL) for
formal approval for setting up of FTWZ at Kandla SEZ.
In-principle approval was granted for setting up of FTWZ at Kandla SEZ
in June, 2005, by M/s FTWPL. The developer has now informed that they have
identified 100 acre of land in the existing Kandla SEZ. In the last meeting of the
Board of Approval, approval was granted for expansion of the existing area of
Kandla SEZ by 271.75 acres. The developer has informed that they have
discussed and finalized with KASEZ the term of lease as well as the sub-lease
agreement and only need to execute the sub-lease agreement to take possession.
KASEZ has advised them to first obtain the formal approval of the BOA before
executing the sub-lease agreement and handing over possession of the land to
FTWPL. The developer has submitted the proposal for formal approval for 40
hectares of land.
Item No. 9: Request of M/s Reliance Engineering Associates Private Limited
for providing infrastructure facilities as co-developer in Jamnagar SEZ
Approval was granted to M/s Reliance Engineering Associates Private
Limited as co-developer of M/s Reliance Infrastructure Limited for developing
infrastructure facilities at Reliance Jamnagar SEZ. The co-developer has now
requested for following additional infrastructure facilities and related facilities to
be undertaken as co-developer in the said SEZ.
i)
Communication facilities for voice, video and data-consisting of
networking and switching systems, video conferencing, monitoring and
recording facilities, video projection and sound system and other
telecommunication facilities.
ii)
Providing a highly secure, safe environment in the zone with proper
systems for managing security and safety, including the related safety
systems and infrastructure facilities.
iii)
Providing cargo handling terminals, ramps, transport storage points,
transport
offices,
shelters,
installation
of
railway
siding/storing/loading/unloading facilities,
weighing and
volume
metering facilities.
iv) Warehousing facilities for storage of all capital goods and related equipments both imported and indigenous with related infrastructure facilities, warehousing facilities with raw materials, intermediaries, finished products both imported and indigenous with related infrastructure facilities. v) Owning, operating and maintaining all earth moving/ construction/ material handling equipments/vehicles and machinery for the development, operation, maintenance of the SEZ and construction of units inside the SEZ. vi) Construction of stores for tools and tackles, industrial gases and fuel storage for construction activities and related infrastructure facilities.
Supplementary Agenda for the meeting of the Board of Approval to be held on
27th October 2006
Item No. 1: Issue regarding development rights / land acquisition in Maharashtra
Government of Maharashtra has highlighted some of the problems in regard to transferring land from the land owners to the implementing developer company in Maharashtra, which are indicated below:
(i) Under the Urban Land Ceiling and Regulations Act, owners of vacant Land cannot sell their Land to the developers. Maharashtra SEZ Bill states that ULC Act will not be applicable for SEZ. There for, in order to seek exemption from ULC Act, the developer has to get in principle approval for the SEZ from the Board of Approval. (ii) As per the Bombay Tenancy and Agricultural Land Act, a developer has to seek permission to purchase more than ten hectares of agricultural Land for industrial use. In case BOA rejects the Application, getting permission for purchasing the agricultural land will not serve any purpose. In that case the land can neither be used for agriculture nor for SEZ. (iii) Stamp duty exemption in available to the developer from the date of in principle approval of the SEZ.
Maharashtra Government has stated that in view of the above problems, it would be necessary to get in principle approval, before a developer get the land transferred in the name of SPV. Government of Maharashtra has suggested that while granting in principle approval, a condition can be imposed that if the developer fails to get the land transferred in the name of SPV within a stipulated period, the in principle approval will automatically lapse. Government of Maharashtra has requested to consider their suggestion in respect of IT cases.
The issue has primarily arisen on account of the decision not to allow any in-principle approvals for IT/ITES SEZs. Since for the notification purposes, the developer has to produce ownership proof or lease deed valid for more than 20 years, there should not be any apprehensions on misuse of such approvals.
The issue is submitted before Board of Approval for discussion and appropriate decision.
Item No 2: Instructions on allowing trading units in the SEZs
Instructions have been issued by this Department to all the Development Commissioners that proposals for setting up new trading units in the SEZs may be kept on hold, until further orders. Rule 76 of the SEZ Rules, 2006 has been amended, vide notification dated 10th August 2006, stating that the expression “Trading” for the purposes of the Second Schedule of the Act, shall mean import for the purposes of re-export. Inquiries have been received from the Development Commissioners as to whether trading units may be allowed to be set up in the SEZs. The issue is submitted before the BoA for appropriate decision.
Item No. 3 : Request of M/s Maharashtra Industrial Development Corporation for modifying the area of textile SEZ at Cincholi, Dist Solapur, Maharashtra from 195 Ha to 103 Ha
Formal approval was granted to M/s Maharashtra Industrial Development Corporation for Textile SEZ at Chincholi, Dist Solapur, Maharashtra in the Board of Approval meeting held on 12.6.2006.
Now the developer has requested to reduce the area of proposed SEZ from 195 Ha to 103 Ha.
Item No. 4 : Request of M/s N.G.Realty Pvt. Ltd. for change the specific sector to “Engineering Products” instead of “Industrial Machinery and Ancillaries” with a area of “230” hectares in stead of “127” hectares.
In-principle approval was granted to M/s N.G.Realty Pvt. Ltd. for Industrial Machinery and Ancillaries Products at Village Rajoda, Dist- Ahmedabad, Gujrat in the Board of Approval meeting. The letter has been issued on 7th April 2006.
Now the developer has requested to change the specific sector to “Engineering Products” instead of “Industrial Machinery and Ancillaries” with a area of “230” hectares in stead of “127” hectares.
Item No. 5: Proposal of M/s. Suncity Rajasthan SEZ Developers Private Limited for setting up of multi product SEZ in Neemrana in Alwar Distirct, Rajasthan
The above proposal was considered in the meeting of the Board of Approval held on 6.10.2006 and was deferred. The developer proposed an area of 5018 hectares, which was lying on both sides of NH-8. The developer has now submitted that they will be restricting their project only on the right side of the
highway coming from Delhi. The proposal is now submitted for consideration of BOA.
Item No. 6 : Request of M/s. Housing Development Infrastructure Limited (HDIL) for conversion of their IT/ITES SEZ into Multi Services SEZ.
M/s. HDIL submitted a proposal for IT/ITES SEZ at Thane, Mumbai. The proposal was considered in the meeting of the Board of Approval held on 28.9.2006 and was deferred on account of development rights issue. The developer has now requested that since they meet the minimum area stipulation of 100 hectares, the approval of BOA may be accorded for multi services SEZ.
Item No. 7. Request of Marathon Prachin Infrastructure Private Limited (SPV) of Marathon Realty Limited for conversion of multi product SEZ into multi services SEZ
A proposal was submitted in the name of Marathon Realty Limited for setting up of multi product SEZ in Raigadh District, Maharashtra over an area of 1100 hectares. The proposal was considered in the earlier meetings of the Board of Approval and was deferred. The developer has now submitted that they are in possession of 400 hectares of land. They have now sought formal approval for multi services SEZ on an area of 400 hectares.
Item No. 8: Request of M/s. Hetero Drugs Limited for change of name.
M/s Hetero Drugs Ltd. has submitted a request that since a SPV (Special Purpose Vehicle) has been formed for development of the proposed sector specific SEZ for pharmaceuticals with 50% each equity participation by Hetero Drugs Ltd. and Hetero Labs Limited. The applicant i.e. Developer M/s Hetero Drugs Ltd. is having 50% equity which is more than the prescribed in terms of Rule 5(4) of SEZ Rules. Further, the entire land has already been transferred in the name of ‘M/s. Hetero Infrastructure SEZ Ltd.’, the Developer has requested that the letter of formal approval may be issued in the name of SPV. The Mandal Revenue Officer certificate regarding transfer of land has also been submitted.
Item No. 9: Request of Assotech Realty Private Limited for issuing formal approvals in the name of SPV “M/s. GHI Finlease and Investments Limited”.
Formal approval was granted for setting up of IT/ITES sector specific SEZ at Gurgaon, Haryana by M/s. Assotech Realty Private Limited on an area of 10.62 hectares. The approval letter was issued on 25.8.2006. The company has submitted that the title of the land is in the name of SPV M/s. GHI Finlease and Investments Limited. Therefore approval may be issued in the name of M/s. GHI
Finlease and Investments Limited. The developer has also submitted a copy of the agreement between M/s. Assotech Realty Private Limited and M/s. GHI Finlease and Investments Limited.
The developer has also stated that they have taken possession of 36 acres (14.57 hectares) of land in the name of SPV. They have submitted that they wish to increase the area upto 16.19 hectares (40 acres). Therefore, they have requested for issuance of the notification for 16.19 hectares (40 acres). The request of the developer is submitted for consideration of BOA.
Item No. 10: Request of M/s. Privilege Power and Infrastructure Private Limited for extension of validity period of obtaining State Government recommendation for in-principle approval
In-principle approval was granted to M/s. Diwan Investment Private Limited for setting up of multi product SEZ at Vasai-Virar, Maharashtra. The developer has requested that approval may be granted for extension of validity period for obtaining the recommendation of the State Government for a period of 6 months. The developer has informed that they are in the process obtaining No Objection Certificate from various State Government Authorities. The name of the company “Diwan Investment Private Limited” is proposed to be changed to “Privilege Power and Infrastructure Private Limited”. The company has informed that there is no change in the share holding pattern.
Item No. 11: Proposal of M/s. East Asiatic Infrastructure Corporation Limited for setting up of a multi product Special Economic Zone at Indore MP
The proposal was considered in the meeting of the Board of Approval held on 6.10.2006, as the net worth of the company of not known. The company has now submitted the net worth papers. The proposal is now listed for consideration of the Board of Approval.
Item No. 12: Proposal of M/s. United Infrastructure Private Limited for setting up of a multi product Special Economic Zone at Indore MP
The proposal was considered in the meeting of the Board of Approval held on 6.10.2006, as the net worth of the company of not known. The company
has now submitted the net worth papers. The proposal is now listed for consideration of the Board of Approval.
Item No. 13: Proposal for setting up of a sector specific SEZ for equipment capital goods sector at Raigadh, Maharashtra by M/s. Quipo Infrastructure Equipment Limited
Proposal for setting up of a sector specific SEZ for equipment capital goods sector at Raigadh, Maharashtra by M/s. Quipo Infrastructure Equipment Limited. The proposal was considered in the meeting of Board of Approval held on 28.9.2006 and was deferred as the sector was not clear. The developer has now clarified that their proposal is for engineering sector. The proposal is submitted for consideration of BOA.
Supplementary Agenda for the meeting of the Board of Approval to be held on 27th October 2006
Item No. 1: Approval for conversion of Reliance, Jamnagar notified sector specific zone as SEZ for multi product and contiguity relaxation
Sector specific SEZ for petroleum and Petrochemicals in Jamnagar, Gujarat by M/s. Reliance Infrastructure Limited (RIFL) has been notified on 19.4.2006, on an area of 440.08 hectares (1087.44 acres). It may be noted that Board of Approval, in its meeting held on 17.3.2006 granted formal approval to the SEZ on an area of 440 hectares with an in-principle approval for its expansion into a multi product SEZ as and when the minimum area of 1000 hectares is acquired by the developer.
The developer has now informed that RIFL is in possession of additional land of 733.70 hectares (1813 acres), thereby making the total area at 1173.60 hectares (2900 acres).
The developer has further stated that there is a thoroughfare comprising two rail lines and two roads on the land area in their possession. The developer has confirmed that they shall maintain contiguity by dedicated security gates/over bridges/under pass. They shall also fence the land as per the provisions of the SEZ Rules.
The developer has now sought approval for the following:
Contiguity relaxation in terms of 3rd proviso to clause (a) to sub- rule 2 of Rule 5 since the total area exceeds 1000 hectares.
Formal approval for 733.70 hectares (1813 acres) of land as multi product SEZ in continuation of the land already notified for sector specific SEZ.
Subsequently, the developer i.e. M/s Reliance Infrastructure Limited requested that they are in possession of additional land admeasuring to 784 hectares, instead of 733 hectares requested earlier. They have requested for formal approval of 1224.08 (3024.75) hectares instead of 1173.60 hectares earlier.
Item No.2: Request from M/s. Satyam Computers for changing their status from developer to co-developer.
Formal approval was granted for setting up of IT/ITES SEZ at
Kancheepuram, Chennai by M/s. Satyam Computers Services Limited on an
area of 20 hectares. Also formal approval was grated for setting up of IT/ITES
SEZ at Coimbatore, Tamil Nadu by M/s. ELCOT on an area of 11.76 hectares.
M/s. Satyam Computers has now informed that Satyam land is included in the
Zone proposed to be developed by M/s. ELCOT. Therefore, M/s. Satyam
Computers has requested that since their land is already covered in the ELCOT
Zone, their status may be changed from developer to co-developer in the ELCOT
SEZ, under approval granted by the Department of Commerce to ELCOT in
Coimbatore, Tamil Nadu.
Item No. 3: Request of conversion of in-principle approval to formal approval for sector specific SEZ for IT/ITES at Pune, Maharashtra by M/s Manjri Stud Farm Private Limited
In-principle approval was granted for setting up of sector specific SEZ for IT/ITES at Pune, Maharashtra by M/s Shapoorji Pallonji and Company Ltd. Approval letter was issued on 16th January 2006. The developer has now informed that the land on which SEZ is proposed to be developed is owned by Manjri Stud Farm Private Limited, a subsidiary of SPCL. The developer has submitted an application and has requested for formal approval in the name of MSFPL.
Item No. 4: Request of K.Raheja Universal Private Limited for conversion of in-principle approval to formal approval for IT/ITES SEZ in Navi Mumbai, Maharashtra (Raheja Infocity I)
In-principle approval was granted for setting up IT/ITES SEZ in Navi Mumbai, Maharashtra (Raheja Infocity I) by M/s K.Raheja Universal Private Limited, on an area of 20.64 hectares. Approval letter was issued on 20th June 2006. The developer has now informed that they are in possession of land and has therefore requested for formal approval.
Item No. 5: Request of K.Raheja Universal Private Limited for conversion of in-principle approval to formal approval for IT/ITES SEZ in Navi Mumbai, Maharashtra (Raheja Infocity II)
In-principle approval was granted for setting up IT/ITES SEZ in Navi Mumbai, Maharashtra (Raheja Infocity II) by M/s K.Raheja Universal Private Limited, on an area of 13 hectares. Approval letter was issued on 20th June 2006. The developer has now informed that they are in possession of land and has therefore requested for formal approval.
Item No. 6: Request of transfer of in-principle approval granted to M/s Hi- Skill Investment Consultancy Private Limited to M/s. Hi-Skill Aerospace Private Limited
In-principle approval was granted for setting up of sector specific SEZ for Aerospace parts at Bangalore by Hi-Skill Investment Consultancy Private Limited. The approval letter was issued in 21st August, 2006. In-principle approval was also granted for setting up of sector specific SEZ for IT/ITES at Bangalore, Karnataka by the same company.
The developer has now requested to extend the in-principle approval for Aerospace SEZ to M/s. Hi-Skill Aerospace Private Limited in lieu of Hi-Skill Investment Consultancy Private Limited.
Item No. 7: Request of Government of Maharashtra for transferring the approval given to MIDC for Pharmaceuticals SEZ at Aurangabad, Maharashtra, to M/s. Wockhardt Infrastructure Development Limited.
Formal approval was granted for setting up of sector specific SEZ for Pharmaceuticals sector at Shendre Industrial Area, District Aurangabad, Maharashtra by Maharashtra Industrial Development Corporation. The Government of Maharashtra has now written a letter stating that MIDC indents to support the proposal in the name of M/s. Wockhardt Infrastructure Development Limited. Accordingly, Government of Maharashtra has recommended that the formal approval granted to MIDC may be transferred in favour of M/s. Wockhardt Infrastructure Development Limited. The proposal was considered in the meeting of the Board of Approval held on 28.9.2006 and it was decided that M/s. Wockhardt will file a fresh application. M/s Wockhardt Infrastructure Development Limited has also filed a fresh application in the Form ‘A’ seeking formal approval. The proposal is submitted for consideration of the BoA.
Item No. 8 : Request of M/s Rajasthan Explosives & Chemicals Ltd. for withdraw their seven product specific proposals and to extend in-principle approval for one more year for Multi-product SEZ
In-principle approval was granted to M/s Rajasthan Explosives & Chemicals Ltd. for setting up of Multi-product SEZ at Dholpur in the state of Rajasthan in the Board of Approval meeting held on 25.11.2005. This approval was subject to the condition that the area of SEZ be increased to the minimum area requirement of 1000 hectares in stead of 635 hectares of present status prescribed for a Multi-product SEZ.
In the meantime the company has also submitted their application for setting up seven product-specific SEZ on the existing land of 635 hectares. Now the developer has stated that they have identified land of about 635 hectares which is owned by the state Govt. The company has also entered into MOU with two Chinese companies and one Labanese company who have shown interest in setting up their manufacturing facilities in the proposed SEZ.
Now the company has requested to withdraw their seven proposals for setting up of product-specific SEZ and also to extend the validity of the in- principle approval, for an additional period of one year w.e.f. 16.1.2007.
Item No. 9: Request of M/s DLF Info city Developers (Chennai) Limited for clarification to the provision of ‘A ready to use, furnished plug and play facility for end users.
Formal approval was granted to M/s DLF Info city Developers (Chennai) Limited to set up a sector specific Special Economic Zone for IT/ITES in the Board of Approval meeting held on 12.6.2006.
The developer has requested to provide a suitable clarification with regard to the provision of ‘A ready to use, furnished plug and play facility for end users, would include the provision of a ‘warm shell’ alongwith the facilities of Electricity/ Telephone, Power Back up and Air Conditioning. A note received from DLF Limited in this regard is at Annex – I.

The Software complex constructed by M/s Muthoot Hotels and Tourism Ventures Pvt. Ltd. is almost complete and only finishing work remains. Validity period of two years of the LOA was extended by six months up to 31.12.2005 with the approval of BOA. The unit has now requested for extension of time upto 31.12.2006 for completion of the project. A note in this regard is at Annex – II.

Some of the proposals for setting up of SEZs were deferred in the earlier BOA meetings on account of issues regarding land possession, contiguity, network etc. In such cases, some progress has taken place.
