Further, DC has informed that the Ist UAC Meeting was held in Nagaland on 18.11.2019 wherein one unit, M/s. Zatara Pvt. Ltd. was granted LoA on 03.12.2019 for manufacturing and export of ‘King Chilly Hot Sauce, King Chilly Pickle, Dried Chilly Powder, Dried Chilly Pods, Powdered King Chilly and Seeds for Germinations'. However, despite after a considerable period of time, since lapse of LoA of both the Developer and the Unit, no application had been received for extension ofLoA from the Developer. Neither any reason was cited nor any update was provided in this regard.

Detailed reasons for delay:
The unit submitted application for Building plan approval to JNPT as Special Planning Authority (SPA) on 01.09.2021 and got verbal confirmation on this and they are expecting to get official approval from JNPT as SPA in couple of weeks' time. However, due to 2nd wave of pandemic, lockdown was again declared and it impacted their construction activity, however now since lockdown got lifted up partially as of now they have successfully completed the Boundary wall activity;
They have also shortlisted Vendors for Interior and construction activity.

They have also requested Bank to disburse the loan amount as they need to pay Amount against the demand note of JNPT, now since amount is released from the Bank they are planning to make payment to JNPT in next week.

- i. Land Locked survey no, 209/5 and 17/4 were provided access through 209/7 and 17/3 respectively. Since all the surrounding lands are purchased by the developer the
- ii. proposed notification is part of their contiguous development. The temple lands located in survey nos. 22 and 23 have access from Sy. No. 429/2. The
- iii. temple lands are not a part oftheir SEZ development and are outside the SEZ area. A canal is passing through the already notified area in Survey no. 432. The developer has constructed the culvert over the canal to make the FTWZ contiguous. The developer has entered into a renewable agreement with the water Resource Department, PWD of Govt. Of Tamil Nadu in 2016 for construction of a small bridge and commute therefrom.

107.10 (i) Request of M/s Ambika Serap Recycling Pvt. Ltd. for renewal of LoA in respect of their metal scrap recycling unit and plastic recycling unit in KASEZ. M/s Ambika Scrap Recycling Pvt. Ltd. was issued an LoA for setting up a manufacturing unit for recycling of Metal Scrap on 20.10.1994 with the annual capacity of

18000 MT. The unit commenced its metal scrap activity w.e.f. 15.03.1996 and the LOA is distinct and separate from the LoA for plastic scrap recycling. The unit cleared a total of 1752.011 MTs of Silicon Scrap valued at Rs.85,20,681/- during the period from 01.04.1996 to 31.03.2001. Further, after expiry of LoA on 31. 10.2005, no records of any activity by the unit are found. setting M/s Ambika Scrap Recycling Pvt. Ltd. was issued another LoA on 10.03.1998 for up a manufacturing unit for Plastic Granules/Flakes/Agglomerates Pellets/Bars and Articles thereof from imported plastic waste material with total capacity of 8000 MT for a five-year period but the unit could not commence its authorized activity in respect of plastic recycling falling under this LoA.
After passing of several years, the unit has requested for revival of their unit condoning inactive years which was due to the reason of natural calamity and problems to the then existing directors. The Unit has also undertaken that they will pay all the government dues before issuance of their (renewed) LoA. As per Rule 18(4) of the SEZ Rules,

The LoA of the unit was renewed in the light of directions dated 18.04.2019 of the Hon’ble High Court of Gujarat for further period up to 31.05.2020 (at par with other plastic recycling units) and the same was ratified by the BoA in its 95 “BoA Meeting held on 14.02.2020. The LoA of the said units has been further extended by the BoA in its 104 ™ meeting held on 28.05.2021 in light of the policy dated 27.05.2021 issued by the DoC in respect of the worn and used clothing units and the plastic recycling units. Accordingly, DoC vide letter dated 09.11.2021 had requested KASEZ for a detailed reply in the matter. In response, KASEZ vide letter dated 18.1 1.2021, has submitted as follows.
