Decision : As per written comments of DHI received vide their U.O. Note No.3(125)/09­TSW(B)/  314 dated  15.06.2011,  the  Committee  decided  to  ratify  the  norms  in  respect  of  the  subject  advance authorization as under:­ Export        The total export weight is 1056,990.15 Kg  to be incorporated in the license. Import   (i)                 The firm has sought import of plates of weight 1446,046.56 kg claiming wastage of 36.8 %.The firm proposes to import 693 MT of plates (48% of import) of thickness more than 60 mm. The firm is making a number of small components out of the steel plates imported. (ii)               Therefore, it has been decided to allow 8% wastage on the plasma cutting against 9.5% sought by the firm.  (iii)             The other major wastage is turning & milling wastage. It has been decided to allow 20% recovery on this wastage & recommend for total 28.5% wastage. The firm’s entitlement comes to 1358,233 kg & the same is recommended.   The Regional Authority may take necessary action accordingly.   8

27 Decision : As per written comments of DHI received vide their U.O. Note No.3(80)/10­TSW(B)/ 277 dated 03.06.2011, the Committee decided to ratify the norms in respect of the subject advance authorization as under:­   Export The  total  export  weight  of  item  no  1  is  2810.8  MT  &  that  of  item  no  2  is  2027.6  MT  &  the  same  to  be incorporated in the license. Import 1.       Item no 1­ Steel plates­ The word “non alloy” to be prefixed to the description of import. The firm has used over size plates. The net weight of components made out of this is 743.3 MT. This Office agrees for gross wastage of 40% & with 1/3 rd recovery recommend for import of 944 MT with 27% wastage as was done for 1110020832 dt 04­08­09. 2.       Item no 2­ S S plates­ The firm has used over size plates similar to item no 1 of import. The net weight of components  made  out  of  this  is  469.98  MT.  Allow  for  gross  wastage  of  40%  &  with  1/3  rd  recovery recommends for import of 596.9 MT say 600 MT with 27% wastage. 3.       Item no 3 to 4 & 7­ These are components & to be allowed under GN­4. Spares to be allowed as per spares policy 4.       Item no 5 to 11 except item no 6, 7 & 9­ These are casting & forgings. The firm proposes to import some as spares. There is no machining. Allow import under GN­4. 5.       Item no 6­ The firm proposes to import 240 numbers out of which 120 numbers are spares. Net weight of 120 number of components is 28.2 MT & its gross weight is 56.4 MT. Allow for import of 108 numbers  of weight 25.4 MT with net wastage of 80 %. Spares to be allowed as per spares policy. 6.       Item no 9­ The firm has claimed wastage of 22 % on CRNGO sheets. The net weight of item is 363.MT. With 1/3rd recovery of wastage and allow for import of 416 MT with 14.5 % wastage. 7.       Item no 12­ Copper­ The net weight of item is 74.24MT. Allow for import of 75 MT with 1 % wastage. 8.       Item no 13­ Copper­ The net weight of item is 89.49 MT.  Allow for import of 90.5 MT with 1 % wastage. 9.       Item no 14, 21 to 23, 25­ insulating material­ Allow import with in0.5 % of value of generator as was recommended in case of Lic no 0832 dt 04­08­09. 10.   Item no 15 to 20,24, 26 to 28­ These are components &  allowed under GN­4. Spares may be allowed as per spares policy 11.   Item no 29­ This is not component of the export product. Hence to be deleted.     28

  M/s.  Kusalava International Ltd., HQ F.No.01/80/162/00021/AM10/DES.I Meeting No. 07/12 Date: 28.06.2011 Fixation of Standard Input Output Norms (SION) for the export of “Cylinder Liners”   The Committee noted that M/s Shriram Automotice Products Pvt. Ltd., New Delhi has informed that they are a trading organization and do not manufacture cylinder liners.  Therefore, they are not in a position to fill up necessary data. However, they have submitted export data of  Cylinder liners and copies of 3 latest shipping bills of Cylinder liners. Further M/s Shriram Automotice Product Pvt. Ltd.  informed that M/s Liners India & M/s Kusalava International are being manufacturers to fill up the data. Therefore, the Committee decided to request M/s Liner India and M/s Kusalava International to furnish the requisite  information.  The case may be re­listed on 09.08.2011.

Date: 28.06.2011   The representative of the firm Shri Vipin Kr. Agarwal, General Manager (Exim) appeared before the Committee for personal hearing and explained their case. The Committee deliberated the  case and decided to forward a copy of firm’s application, DRI’s  charges and High Court orders  to DIPP for examination and comments and defer the case.  The case may be re­listed on 09.08.2011.   S.No.31

M/s.  International  Tubular Services  (India)  Pvt.  LTd., Taloja  F.No.01/80/162/00007/AM12/DES.I Meeting No. 07/12 Fixation of wastage norms for the export product “4 ¾ Energie Jar (Parts of Oil Field Equipment / Drilling Machinery) and components in respect of 100% EOU Date: 28.06.2011   The Committee noted that in the present case export weight is 650 kg against the export weight of 600 kg for the License  No.  03105355255  date  26.08.09.  The  firm  may  please  submit  the  clarification  list  of  item  are  not matching. On the recommendation of the representative of DHI vide their U.o. Note No.1A(2)/11TSW(B)/370 dated 07.07.11, the Committee decided to call for the following information/clarification from the firm and to re­list the case on  09.08.2011:­   (i)                 Information in respect of Sl.No.5,8 & 11 of the Standard Deficiency Format. (Calculation of wastage should be supported by legible drawing with wastage at each stage of manufacture.
