12 Decision : As per written comments of DHI received vide their U.O. Note No.3(07)/10­TSW(B)/261 & 262    dated  11.05.2011,  the  Committee  decided  to  ratify  the  norms  in  respect  of  the  subject  advance authorization as under:­   Export The  total  export  weight  is  860  MT  &  the  same  to  be  incorporated  in  the  license.(The  firm  has  given  export weight as 210 MT per boiler. There is change in net weight from 121.5 MT to 133.7 MT for import item no 1. So export weight has been changed from 840 to 860 MT) Import          1. Item no 1­ There is change in net weight from 121.5 MT to 133.7 MT. The wastage has    also reduced from 91% to 73.8%. Still wastage sought is on higher side due to following reasons.:­ (a)    Oversize plates. (b)   Thickness of plates imported  is  much  higher  than  the  thickness  of  component.  For  example,  for  part  no 21095, thickness of plate is 50 mm & thickness of component is 43.5 mm(Reply of dated 16­12­10) (c)    Major components like Shell & separator deck are manufactured with marginal wastage & they constitute 30% of total weight.                     In view of above,  Allowed gross wastage of 45% & with 1/3rd recovery, allowed for import of 174 MT of plates.        2. Item no 2­The firm has applied for import of 48.278 MT with wastage of 43%. The wastage is more due to oversize plates & higher thickness of plates compared to components. Allowed for gross wastage of 20% & recommend for import of 39 MT with 14% wastage.        3. Item no 3­ SS pipes­ The net weight of pipes is 904 Kg. Allowed import of 950 Kg with 5% wastage.       4. Item no 4­AS rods­ The net weight is 6948 kg & the firm has sought wastage of 99.7 %.  Allowed at 9 MT with net wastage of 30% with 1/3rd recovery.        5. Item no 5­AS pipes­ The net weight of pipes is 5928 Kg. Allowed import of 6225 Kg with 5% wastage.        6. Item no 6­Nickel alloy Rods/bars­ This office recommends for import of 161.5 MT with net wastage of 33% with 2/3rd recovery.(Gross wastage of 99%). “Strips” to be deleted from the description of export product.       7. Item no 7­ the weight is 524.1 MT to be incorporated along with quantity in number. Allowed any recovery from the wastage as it is high value import in the range of Rs 1200 per kg.       8. Item no 8 to 10­ These are components & to be allowed under GN­4.           9. Item no 11 to 13­ These are welding material. Allowed import of welding material at 2% of the weight of the export product & the firm’s entitlement comes to 17.2 MT. Dividing entitled quantity between Welding wire &  electrode  proportionally,  allowed  for  import  of  5.3  MT  for  welding  wire(Item  no  11)  &  11.9  MT  for welding electrode.(Item no 12). Welding flux may be allowed at 5.3 MT same as the weight of welding wire. (Item no 13.)      10. Item no 14­ The firm has given calculation of some of the major items where wastage comes to 110 %. The firm has taken oversize raw material. Allowed for net wastage of 60% with 1/3rd recovery & recommend for import of 2362 kg.
