PRO version 2004-2009. Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Sh. Dilip Singh, an authorized representative of the firm, who appeared for personal hearing in this case. He explained the case alongwith details giving stage-wise wastage pertaining to this case. It was stated that in this case entire process for manufacture of Mohair Carpets is carried out by hand through job work. The Committee after detailed deliberations in consultation with representatives of technical authorities present in the meeting felt that in spite of the fact that Rajasthan has a dry climate, firm’s claim for 45% moisture loss is on very higher side. Thus, Committee felt that maximum 15% moisture loss would be justifiable in this case. Accordingly, Committee decided as follows: - (i) For the process of hand spinning – 5% weight loss is adequate. (ii) Since, there is loss of noose fibre wastage, therefore for the process of dying – 5% weight loss is adequate. (iii) In the stage where dyed yarn is used for spooling, 2% wastage is adequate being handwork. (iv) For the process of spooled dyed yarn for weaving, scissoring & cutting (knot & pile), a total of 22% wastage is adequate being handwork. (v) For the whole process from knotted carpet to trimming, washing finally 2nd round of berai to get final shape of the resultant product14.5% wastage is adequate. In view of the above, Committee felt that after compiling the all stage –wise wastages, a total wastage of 48.5% is adequate for the entire process. R.A may work out the Qty. accordingly. The R.A. shall be advised to take necessary action subject to compliance of other usual conditions.
