MEETING NUMBER : 23/82ALC4/2011 MEETING DATE : 06.09.2011 The Meeting No.23/82 in the year 201112 to consider the cases under Duty Exemption Scheme (Chapter4) of Foreign Trade Policy, 200914 pertaining to products falling in Chapter 29 and 30 was held on 06.09.2011 under the Chairmanship of Addl DGFT, Shri V.K. They explained that the norms for the export product Clopidogrel Bisulphate has been fixed by NC in which the yield for conversion from Base to Sulphate is 97%. They further explained that norms for Clopidogrel Hcl has not been fixed where yield achieved is 8285% and therefore, requirement of wastage is in higher side. After hearing the firm and in consultation with technical authority present in meeting, Committee decided to revise norms under para 4.7 of HBP as per details below or as applied by firm whichever is lower: Export product Exp. M/S Vins Bioproducts Ltd. F.No.01/82/162/00939/AM11/DESIII Committee considered case as per agenda. Shri Siddhartha Daga, General Manager (Operations) of the company appeared before the Committee for personal hearing and explained the case. He explained that M/S Bharat Serum and Vaccines Limited has been allowed for DEPB benefits as these products are covered under Life Saving category based on the clarification of the DEPB Committee meeting dated 25.09.2007 and as such they have been deprived off the DEPB benefits. He further explained that they had been getting the DEPB benefits till July, 2010 and during the month of August, 2010, while sending the consignment of Anti Rabies Serum to Phillipines, it was stated by the Customs that the consignment was not valid for DEPB licence and since then all their consignments are marked as Not for DEPB Licence.
After hearing, Committee asked the representative of the firm to submit copy of shipping bills for which the representative of the firm agreed to submit the same within 23 days. Accordingly, case was deferred for 20.09.2011.
