Item No. 1; Requests for setting up of SEZs A list of proposals for setting up of SEZs is placed at Annexure 1. A list of proposals which were deferred in the meeting of Board of Approval held on 2nd January 2008 due to some deficiencies is placed at Annexure - 2. List of cases for conversion of In-principle to Formal Approvals which were deferred in the meeting of Board of Approval held on 2nd January 2008 due to some deficiencies is placed at Annexure -3. Item No. 2: Requests for authorized operations (i) Request of Somani Worsted Limited for authorized operations in the Electronic Hardware and Software SEZ at Bhiwadi, Rajasthan Electronic Hardware and Software SEZ at Bhiwadi, Rajasthan proposed to be developed by M/s Somani Worsted Limited was notified on an area of 19.9994 hectares on 26lh November 2007. The developer has now submitted request for authorized operations in the SEZ. The same is placed at Annexure-4 and is submitted for consideration of the BoA. (ii) Request of ^^s. Dr. Fresh Healthcare Private Limited for authorized operations in the IT/ITES SEZ at Gurgaon, Haryana IT/ITES SEZ at Gurgaon, Haryana was notified on 17th April, 2007 onan area of 23.429 hectares. The developer has now submitted a request for the authorized operations in the non-processing area of the SEZ, which is attached at Anneoire -5. The same is submitted for consideration of the BOA. (iii) Request of M/s. Mas Fabric Park (India) Limited for authorized operations in the textile and apparel SEZ at Chintavaram Village, Chillakru Mandal,tiellore District, Andhra Pradesh Textile and Apparel SEZ at Chintavaram Village, Chillakru Mandal,NelIore District, Andhra Pradesh was notified on 6.11.2007 on an area of 229.29 lectares. The developer has now submitted a request for the authorized operations in the non- processing area of the SEZ, which is attached at Annexure - 6 The same is stinnitted for consideration of the BOA. The same is submitted for considera (vii) Request of M/s Ranbaxy Laboratories Limited for authorized operations in the Pharmaceutical SEZ in Punjab Pharmaceutical SEZ in Punjab by M/s Ranbaxy Laboratories Limited was notified on 10* April 2007 on an area of 32.374 hectares The developer has now submitted a request for authorized operations in the SEZ, which is attachd at Annexure 10. The same is submitted for consideration of the BoA. (viii) Request of M/s New Chennai Township Private Limited for authorized operations in the multi-services SEZ in Kancheepuram District, Tamil Nadu Multi-services SEZ in Kancheepuram District, Tamil Nadu by M/s New Chennai Township Private Limited was notified on 23"> November 2007 on an area of 121.94 hectares. The developer has now submitted a request for authorized operations in the non-processing area of the SEZ, which is attached at Annexut 11. The same is submitted for consideration of the BoA. (ix) Request of M/s New Chennai Township Private Limited for authoized operations in the Engineering sector SEZ in Kancheepuram District, Tamil Nidu Engineering sector SEZ in Kancheepuram District, Tamil Nadu by M/sNew Chennai Township Private Limited was notified on 28th September 2007 on anarea is submitted for consideration of the BOA.

Item No. 3: Proposal for co-developer (i) Request of M/s Tata Consultancy Services Limited for co-developer in the IT/ITES SEZ at Kusumagiri, Village Kakkanad, Ernakulam, Kerala proposed to be developed by Inf opark IT/ITES SEZ at Kusumagiri, Village Kakkanad, Ernakulam, Kerala proposed to be developed by Infopark was notified on an area of 30.7683 hectares, on 28th September 2006. M/s Tata Consultancy Services Limited has submitted a proposal for co-developer in the said SEZ for development of the SEZ. An agreement dated 13t^ November 2007 between die developer and co-developer has been provided. The proposal is submitted for consideration of the BoA. (ii) Request of M/s. India Gateway Terminal Private Limited for co-developer in the port based SEZ at Vallarpadam, Cochin proposed to be developed by Cochin Port Trust Port based SEZ at Vallarpadam, Cochin proposed to be developed by Cochin Port Trust, was notified on an area of 115.25 hectares on 2nd November, 2006 M/s. India Gateway Terminal Private Limited has submitted an application for the co-developer status for developing and operating international container transshipment terminal at Vallarpadam. The developer i.e. Cochin Port Trust has given a No Objection Certificate for granting co-developers status to M/s. India Gateway Terminal Private Limited. The request of the co-developer is submitted for consideration. (iii) Request of M/s. Asteck Infracon Private Limited for co-developer in the IT^^TES SEZ at Bantala, Gangapur, West Bengal proposed to be developed by ^Vs. M.L. Dahniya and Company Limited The above mentioned SEZ was notified on 8th August, 2006 on an area of 48.5623 hectares. M/s. Asteck Infracon Private Limited has submitted a proposal for developing an area of 1.333 hectares (3.295 acres) in the said SEZ, A copy of the Development Agreement dated 28th July, 2007 between the developer and co- of 126.002 hectares. The developer has now submitted a request for authorized operations in the SEZ, which is attached at Annexure 12. The same is submitted for consideration of the BoA. (x) Request of M/s Dynasty Developer Private Limited for authorized operations in the IT/ITES SEZ in Pune, Maharashtra IT/ITES SEZ in Pune, Maharashtra by M/s Dynasty Developer Private Limited was notified on 19'h November 2007 on an area of 17.12 hectares. The developer has now submitted a request for authorized operations in the SEZ, which is attached at Annexure 13. The same is submitted for consideration of the BoA.

Requests have been received from the following three co-developers in the aforesaid SEZ. 4-• M/s. Vignesh Hitech City-2 Society, •M/s. Avinash Hitech City-2 Society and; •M/s. Ganga Hitech City-2 Society Agreements dated 11.12.2007 between the developer and co-developer have been submitted. The request is submitted for consideration of the Board of Approval. Item No. 4: Change in Sector (i) Request of h^^s. Videocon Realty and Infrastructures Limited for changing the sector of the SEZ from multi product to single product at KalyanbiiyMotiagacha, West Bengal In-prmciple approval was accorded for setting up of multi product SEZ at Kalyanbill/Motiagacha, North 24 Parganas, West Bengal by M/s. Videocon Realty and Infrastructure Limited in the meeting of the BOA held on 6th October, 2006. The approval letter was issued on 25th October, 2006. The West Bengal Government has J5*sent a communication stating that the developer is willing to change the sector from ^multi product SEZ to single product SEZ at the same location. The State Government has also recommended the proposal. The request is submitted for consideration. (ii) Request of Maharashtra Industrial Development Corporation (MIDC) for change in sector from IT/ITES to Biotech of the SEZ in Ambernath, Maharashtra. Formal approval was granted to MIDC for setting up of the IT/ITES SEZ at Ambernath, District Thane, Maharashtra, over an area of 16.5 hectares, in the meeting of the Board of Approval held on 28th September 2006. The approval letter was issued on 25^ October 2006. The developer has now requested for changing the sector of the SEZ from IT/ITES to Biotech. State Government of Maharashtra has also recommended the proposal. The proposal is submitted for consideration of the Board of Approval. """

Item No. 6: Request of M/s M.L.Dalmiya and Co. Ltd. for notification of the reduced area of the leather sector SEZ at Kolkata, West Bengal In-principle approval was granted for setting up of leather SEZ at Kolkata, West Bengal on 15th March 2004 i.e. prior to commencement of the SEZ Rules, on an area of 44.5155 hectares. Formal approval to this proposal was granted on 16th June 2006. Therefore, this is a case covered under Rule 5(3)-Annexure II of the SEZ Rules. The developer has submitted that the entire land of the SEZ is vacant and is in their possession. But a road of CLC passes through the SEZ area bifurcating 32.9576 hectares on one side and the balance 11.5579 hectares on the other side. The developer has stated that once SEZ Rules came into force in 2006, it envisaged that Item No. 5: Request for increase/decrease in area (i) Request of MIDC for reduction in area of the Pharmaceutical SEZ at Ratnagiri, Maharashtra Formal approval was granted for setting up of Pharmaceutical SEZ at Ratnagiri, Maharashtra on an area of 200 hectares, in the meeting of the BoA held on 28th September 2006. The approval letter was issued on 25th October 2006. MIDC has now requested in reduction in area of the SEZ from 200 hectares to 141.69.2 hectares in view of the technical feasibility and availability of land. The request is submitted for consideration. (ii) Request of M/s. Gujarat Hydrocarbon and Energy SEZ Limited for increase in area of the Sector specific SEZ for providing products and related services for oil and gas, energy and petrochemical sector at Gujarat In-principle approval was granted for sector specific SEZ for providing products and related services for oil and gas, energy and petrochemical sector at Gujarat, over an area of 220 hectares, in the meeting of the Board of Approval held on 30th August, 2007. The approval letter was issued on 15th October, 2007. The developer has requested that the area may be increased 220 hectare to 450 hectares. The State of Gujarat has also recommended the proposal. The request of the developer is submitted for consideration. (iii) Request of MIDC for change of sector of the R&D SEZ at Chakan, Fune, Maharashtra Formal approval was granted for setting up of sector specific SEZ for Research and Development at Chakan, District Pune, Maharashtra by MIDC, over an area of 100 hectares, in the meeting of the BoA held on 22nd June 2007. The approval letter was issued on 26th July 2007. The developer has now requested for changing the sector of the SEZ from Research and Development to Engineering. The request of the developer is submitted for consideration.

Since it is a case covered under Rule 5(3) of the SEZ Rules, the request of the developer for reduction in area from 44.5155 hectares to 32.9576 hectares is submitted for consideration of the BoA. Item No. 7: Request for transfer of formal approval in the name of an SPV company for IT/ITES SEZ at Gurgaon, Haryana. Formal approval was granted for setting up of IT/ITES SEZ at Village Badshahpur, Gurgaon, Haryana by M/s. Ansal Properties and Infrastructure limited over an area of 10.93 hectares, in the meeting of the Board of Approval held on 27* October, 2006. The approval letter was issued on 6th November, 2006. The developer has now informed that they have constituted an SPV, namely, 'M/s. Ansal SEZ Projects limited' for executing the above project. The request of the developer for transferring the approval in the name of SPV was considered in the meeting of the Board of Approval held on 8* August, 2007 and was deferred as the entire land was not in possession of the developer. The developer has now informed that the entire land of 10.984 hectares has been acquired and transferred in favour of the SPV. Considering that about 40000 people will be employed within the -processing zone itself and another several hundred in the non-processing zone, there is an imperative need for housing to cater to the working population within the complex. And since quality housing around the complex Is virtually non- existant. it is Intented to build a conservative 1 lac sq.mt. of residential housing against an estimated demand of 10,80 lac sq.mt. Dronagiri, Navi Mumbai Authorized operations shall include the following actfvftfes/tasks in Processing & Non-Processing Areas of SEZ for operations related to site and infrastructure development, covering all associated processes of assembly, fabrication, construction, installation, erection, testing, commissioning, operation and maintenance using machineries, equipment, raw material, spare parts, etc. as normally necessary and sufficient for each process / activity / task and all other activities incidental thereto.

  1. Site Development & Earth Works: •Site Development is an essential activity in any project. NMSEZ having been located in a low-lying coastal area will require land-filling in view of safety and flood protection requirements. It will also be necessary to bring filling material from outside the SEZ area after quarrying and transportation. •Clearing, leveling and consolidation of site by cutting, filling, drilling, rock blasting, etc. •On-site and/or off-site quarrying •Dredging for Land reclamation, creation of Jetties, Water Transport systems •Bringing of useable soil, dredged material, sand, silt, gravel, moorum for filling to the required formation level •Disposal of unusable soil/material
  2. Transportation Infrastructure: •Pedestrian subways / side-walks are also components of roads and necessary for movement and transportation. Storm Water Drainage & Flood Control System: •NMSEZ is located in a coastal area for which CIDCO has designed and provided 'holding ponds' for retention of rainwater during high tides. These wilt require pumping facilities, control-gates and valves for storm-water management. •Provision of network of natural / man-rmade open/ covered/piped drains, holding ponds with pumping facilities, control-gates, manual / semi-automatic /automatic valves. 6.Water Supply System: •Ground or natural water resources are not available at NMSEZ.
