The Quarterly Progress Report for the period July– September 2025 and the Half-Yearly Progress Report for the period April–September 2025 was submitted by the Developer and verified by the Specified Officer, Roma-SEZ vide letter dated 07.11.2025.

a. Proposal : Ratification of decision taken by Development Commissioner, SEEPZ-SEZ regarding grant of permission to M/s. Tata Consultancy Services Ltd., unit at Roma Builders Pvt. Ltd. New-SEZ, Thane. b. Specific Issue on which decision of AC is required: -
Lost/unreturned/stolen IT equipment c. Relevant provisions of SEZ Act, 2005 & Rules, 2006/Instruction/
Notification :- To deal with the similar matter of lost/unreturned/stolen IT equipment, the issue was put up before the UAC in its meeting held on 28.04.2022. The UAC deliberated on the issued of unreturned computer/IT equipment and decided a under: - “Committee observed that the import of old used IT equipment is restricted for import.

Committee held the view that such cases may be dealt with by Development Commissioner n case-to-case basis keeping in view the fact and circumstances of each case whether the same is Bonafide or otherwise. The decision of Development Commissioner will be required to be submitted before the approval committee for ratification.’’ d. Other Information: - In the present case M/s. Tata Consultancy Services Ltd. requested for payment of applicable duty against lost Laptop with accessories which was issued to their employees. Unit has informed that they procured IGST Benefited laptops vide Tax invoice No. MHI2293156148 dated 17.01.2022 and MHI2293201271 dated 09.03.2022 allocated to their associate had been lost at Thuraiyur, Dist. The incident was reported by their associate at his nearby Police Station. (FIR No.

Action Taken: Accordingly, file was put up before the Development Commissioner to get approval for giving direction to the Unit for payment of Applicable duty (Rs. 30,240.00+ applicable interest from the date of lost to date of payment.) Approval for the same was granted by the Development Commissioner on 27.05.2025.

Further, the unit vide Letter No. TCSL/OLY(B)-THN/SEZ/UNIT-I/25-26/077 dated 16.06.2025 have submitted that they have paid the duty amount and interest of Rs. 31,819 vide ICEGATE Challan No. – 3159270514 dated 10.06.2025. e. Recommendation: In the view of the above, the decision of the Development Commissioner, SEEPZ, Andheri is submitted for ratification by the Unit Approval committee for consideration.
