The Committee deliberated the details of the case. The Committee noted that Advance Authorization No. 0210119229 dated 04.11.2008 was obtained on 4.11.2008 for import item ‘Pine/Fir Lumber’ under SION C 1708. The Committee noted that ‘Fir Lumber’ is an essential item of input for the manufacture of the export product ‘Process & Acid Plant Cooling Towers’. Due to the non availability of Pine Lumber in international market on competitive terms, the firm manufactured the export product by using FIR LUMBER only and it was so declared at the time of export in the shipping bills. Subsequently, based on the request of the Company, SION C1708 were modified for inclusion of ‘Fir Lumber’ as an import item as per recommendations of the Norms Committee in its meeting dated 13.10.2009 and Public Notice No.19 dated 23.11.2009. Further, had the firm applied for the said Advance Authorization under ‘adhoc’ norms category, the import item ‘Fir Lumber’ would have been allowed for import. In view of this, the Committee decided to permit import of ‘Fir Lumber’ under Advance Authorization No. 0210119229 dated 04.11.2008. The Regional Authority may take necessary action accordingly.
