The committee directed to comply with the following conditions : i. The trading activity for gold, silver, platinum, other precious metals, diamonds and other precious and semi-precious stones, shall be permitted only on an intra-SEZ basis, i.e., within SEEPZ only, and shall be subject to strict compliance with Instruction No. 100 dated 25.10.2019 issued by the Ministry of Commerce & Industry, New Delhi, read with Department of Commerce Instruction vide F. No. D.12/4/2013-SEZ dated 31.12.2013. ii. The unit shall adhere to and comply with all restrictions, guidelines, and instructions issued from time to time by the DGFT and the Ministry of Commerce & Industry, as applicable to SEZ units. iii. The Competent Authority vide its letter dated 08.08.2025 granted blanket permission, to all Gems & Jewellery units operational in SEEPZ-SEZ in respect of items for manufacturing and export thereof. िनण#य:- िवचार-िवमश# के बाद, सिम7त ने वै=स पीसेस और रबर मोD~स के लए Gयापक अनुम7त के लए काय4र अनुमोदन को मंजूरी दे दी तथा सी ज़ रIन एवं आभूषण िविनमा#ण इकाइयJ के एलओए को उपरो सीमा तक संशो7धत िकया गया ।

Decision:After deliberation, the Committee approved the post-facto approval for blanket permission for WAX Pieces and Rubber Moulds and LOA of the SEEPZ Gems & Jewellery manufacturing units stands amended to the above extent.

Agenda Item No. 29: Representation received from Seepz Gems & Jewellery Manufacturers Association for blanket permission to all jewellery units in SEEPZ SEZ for import of jewellery from third-party overseas customers for repair purposes and re-export. िनण#य:- िवचार-िवमश# के बाद, सिम7त ने सी ज़ िवशेष आ}थक ]े^ (SEPZ) म ,-थत सभी रIन एवं आभूषण िनमा#ण इकाइयJ को मर8मत के उ„ेmय से तीसरे प] के िवदेशी pाहकJ से आभूषणJ के आयात और उनके पुनjनया#त क5 Gयापक अनुम7त देने को मंजूरी दे दी। सिम7त ने िनदZश िदया िक मर8मत और उसके बाद पुनः िनया#त के लए लाए जाने वाले <-तािवत आभूषणJ का एचएसएन वगVकरण और िववरण इकाई के अनुमोदन प^ (एलओए) के तहत अनुमोिदत व-तुओं के एचएसएन वगVकरण और िववरण के दायरे म ही आएगा।

SEZ इकाइयJ _ारा िकए गए सभी लेन-देन का उ7चत Yरकॉड#/लेखा-जोखा और सही ढंग से वाjषक <7तशत (APR) म दशा#या जाना चािहए। ii. आय केवल मु†त िवदेशी मु|ा म <ाz क5 जानी चािहए। iii. सेवा िनया#त Yरपो‡टग <प^ (SERF), 1जसम िपछले महीने के दौरान िनया#त क5 गई सभी सेवाओं का िववरण होता है, अगले महीने क5 10 तारीख तक SEZ ऑनलाइन पोट#ल पर दाखल िकया जाना चािहए। iv. लेन-देन क5 रा&श RBI _ारा िनधा#Yरत िदशािनदZशJ के अनुसार <ाz क5 जानी चािहए। v. उपरो िववरण सामाRयतः एसएसी कोड 998391 वाले 7डजाइन सेवाओं/7डजाइन <भारJ के अंतग#त आता है। एसईईपीजेड इकाइयJ के सम] आने वाली िकसी भी किठनाई को डीसी काया#लय, एसईईपीजेड-एसईजेड के bयान म लाया जा सकता है।

Decision:After deliberation, the Committee approved for blanket permission to export related services such as design, CAD, CAM, video presentations etc to their foreign customers. The committee directed that these services exported by the SEEPZ Gems & Jewellery manufacturing units are allowed in terms of Section 2(z) of SEZ Act 2005 read with Rule 76 of SEZ Rules 2006 subject to following conditions: i. Proper record/accounting of all the transaction undertaken by the SEZ units and correctly to be shown in APR ii. The proceeds should be realized in Free Foreign Exchange only. iii. The Services Export Reporting Form (SERF) form, which details all services exported during previous month must be filed in SEZ online portal by 10th of following month. iv. The transaction money should be realized as per the guideline stipulated by RBI. v. The above description is commonly covered under Design Services/Design Charges having SAC Code 998391. Decision: After deliberation, the Committee noted the performance of the unit for the period 2020-21, 2021-22, 2022-23 and 2023-24 as the unit SEZ Rules 2006. Decision: After deliberation, the Committee noted the performance of the unit for the period 2023-24 as the unit had achieved Negative NFE during the year as well as on cumulative basis in terms of Rule 54 of SEZ Rules 2006. i. To initiate action for issuance of Show Cause notice to the unit for delay in submission of APR for the period 2023-24. ii. To improve the export performance for the next Financial year. iii. The unit to clear the outstanding dues of Rs 55350.20/-
