Ltd had submitted the application for setting up of new unit for manufacture and export of Plain and Combination Jewellery made of Gold/Silver/Platinum/Palladium,Gold/Silver/Platinum/ Palladium, Jewellery Studded with Diamonds/ Precious/ Semi precious stones, Cubic Zirconia, Colour stones, CVD and pearls, Brass/Steel/Copper/Wood/Leather/ Rubber Jewellery Studded with Diamonds/Precious/Semi Precious stones, Cubic Zirconia, Colour Stones, CVD and Pearls at Unit No. 150 SDF-V admeasuring area 493 sq. mtr. with an annual capacity of 3,00,000 pieces. Decision : After deliberation, the Committee approved the proposal of M/s. V. M. Jewellery Pvt. Decision : After deliberation, the Committee approved the proposal of M/s. M/s. Diamour Jewels Pvt. Ltd. had submitted the application for setting up of new unit for manufacture and export of Gold/Platinum/ Palladium /Silver/Stainless/Alloy Based Metal Jewellery Plain And/ Or Studded With Diamonds, Precious, SemiPrecious Stones, Colour Stones, Pearls, Cubic Zirconia, Mounting in Gold/Platinum/ Palladium/ Silver, Silver Moels/ Masters/ Proto-Type, Plain, Casted, Semi-Finished, Silver Models, Mountings In Gold/Silver/Platinum/Palladium (Job Work), Rubber Moulds, Resin /Wax Output By Cam, Metal Moulds & Dies, INNOVATIVE PRODUCTS : Silver, Gold, Alloy metal band articles like Key, chains, Anklets & other house-ware or gift articles having 50% or more Silver content with OR without Studding of Color Stones OR low-cost Crystal Stones, Imitation Stones at unit no. 19, SDF - I admeasuring area 823 sq.mtr. with an annual capacity of 12,80,000 pieces.

Decision : The committee observed that there is mismatch is in Items of manufacture in Online Form F & manual application. After deliberation, the Committee approved in principle the proposal of M/s. Diamour Jewels Pvt. Ltd., for setting up of New unit in SEEPZ at unit no. 19, SDF —I.

Committee also directed the Applicant to furnish the copy of consent letter from family members of promoters regarding funding of project and also submit to revised Form F w.r.t. items of manufacture.

M/s. Aakash Jewels had submitted the application for setting up of new unit for manufacture and export of Cubic Zircona Stones Studded on Precious Metals, Plain/Studded Platinum Jewellery, Plain/Studded Silver Jewellery, Steel Jewellery Studded with Precious/Semi Precious Stones, Studded/Plain Gold Jewellery. at unit no.18, SDF-I, SEEPZ-SEZ, admeasuring area 376 sq.mtr. with an annual capacity of 1,69,000.00 pieces.

Decision : After deliberation, the Committee approved the proposal of M/s. Aakash Jewels., for setting up of new unit in SEEPZ for manufacture & export of Cubic -Zircona Stones Studded on Precious Metals, Plain/Studded Platinum Jewellery, Plain/Studded Silver Jewellery, Steel Jewellery Studded with Precious/Semi Precious Stones, Studded/Plain Gold Jewellery. at unit no.18, SDF-I, SEEPZ-SEZ, admeasuring area 376 sq.mtr. with an annual capacity of 1,69,000.00 pieces.

Other Observation:- The unit has submitted MOA & AOA dated 24.12.2008 which is digitally signed on 02.01.2023. In this regard, the unit has clarified that the original date of Memorandum of Association and Articles of Association is appearing as 24.12.2008 since it was prepared at the time of incorporation of the company and they have amended the Articles_of Association of the company for changing the name of the company on 02.01.2023 and therefore the same has been signed on 02.01.2023.

a. Proposal :

A revised monitoring of performance of the Unit namely Luxury Jewelry (India) Private Limited [formerly known as Ideal Jewels (India) Pvt. Ltd.], Unit No. 301, Tower-1, SEEPZ++, SEEPZ-SEZ, Andheri (E), Mumbai for FY 2019-20 of block period 2019-20 to 2023-24, may be granted by the Approval Committee as wrong figures was erroneously entered by the Unit against the heading of the APR which reads as “closing balance of imported raw materials, consumables, components, packing materials etc.”. A revised APR for the FY 2019-20 may be submitted by the Unit for monitoring purpose by the Approval Committee.

b. Specific Issue on which decision of UAC is required:

APR of the Unit for FY 2019-20 was monitored and noted by the Approval Committee vide Minutes of Meeting dated 01.10.2021 at Agenda Item No. 17. However, the Unit vide letter dated 27.03.2023 requested from this office to rectify figures under Sr. No. 4[A] (g) of the APR for FY 2019-20 which reads as “closing balance of imported raw materials, consumables, components, packing materials etc.” and revised figures of the same is to be taken as opening balance of imported raw materials in the APR for FY 2020-21 which is due for monitoring. The Unit has submitted following revised figures under the aforementioned heading of the APR for FY 2019-20 on the basis of Unit's audited balance-sheet of relevant year:

e. Observations:

On going through the audited Balance-Sheet of the Unit for FY 2019-20, it is seen that the total closing inventories (raw materials & work in progress) has been audited as Rs.2601.41 lakh (i.e. Rs.1259.44 + Rs.1341.96). However, the Unit entered wrong figures i.e. Rs.6446.53 lakh against closing balance heading under Sr. No. 4 [A] (g) of the APR for FY 2019-20 due to typographical mistake.
If the closing balance figures of the APR for FY 2019-20 are not being corrected as per the balance sheet, then the same incorrect closing balance figures will be taken as opening balance in the APR for FY 2020-21 which is due for monitoring and it will result to wrong calculation of NFE earnings for the FY 2020-21.
It is seen that the Unit’s monitored and noted NFE earnings for the FY 2019-20 will also be changed from Rs.5603.90 lakh to Rs.1758.77 lakh and this change has occurred due to change in closing balance figures as the value of imported raw materials and consumables etc. changed from Rs. 6185.12 lakh to Rs. 10030.24 lakh. The NFE earnings of the Unit for FY 2019-20 still give positive figures and it surpasses to its projected NFE earnings which were amounting to Rs.1605 lakh.
