Decision: The Committee considered the case as per agenda and noted that Council of Leather Export (CLE) has made a request vide letter dated 02.06.2021, 15.09.2021 for revision of Standard Input Output Norms (SION), published in Hand Book of Procedure Vol II, for the export of various items of Leather and leather products. They have stated that Leather items SIONs have been fixed, way back in 1992; there is need for revision of the norms. In the existing norms of SIONs, Wet Blue, Crest and finished leather are not included.

In this context, committee noted that raw leather, Wet Blue, Crest and finished leather were not included in the SIONs because Custom Duty was NIL/exempted on these items. However, recently in union Budget 2021, exemption for Wet Blue, Crest and finished leather has been withdrawn. Thus, these items are now subjected to levy of Custom Duty. In the past, the SIONs for the export of Leather and Leather products were fixed, based on recommendation of Centre Leather Research Institute. Accordingly, a letter is sent to CLRI (Enclosing a letter received from CLE) to examine the proposal and offer their comments on the subject so that amendment in SION’s may be considered. The case stands deferred for re-listing.
