The Committee considered the representation dated 26.12.2011 of M/s Diab Core Materials Pvt. Ltd., Chennai out of Agenda. Technical Authority of D/o C&PC explained the manufacturing process of the product of the firm, which is as under:

The Committee after discussions came to following conclusion in respect of following four points raised by the firm:

The firm has not provided input and output material balance either on weight to weight or volume to volume basis. Hence, norms have been worked out on approximation basis. Some calculations might have been done based on the particular dimensions of that blank/block which may vary due to different dimension of import product. 2. Wastage seems to have been determined as same for all products irrespective of sizes of exports. Actually, the wastage depends upon the products and sizes manufactured. The thickness of Export Product PVC Foam Sheet varies from 3 mm to 25 mm. The contention of firm that wastage depends upon the products and size manufactured is correct, but wastage can be worked out only if information in all three stages is provided in either weight to weight basis or volume to volume basis. Wastage in the lower thickness sheet will be

PRO version more due to number of more slicing operation. Since, the firm has not provided appropriate data during complete correspondence, it is not possible to work out exact norms. 3 In few approvals, the yield is expected to be over 100%, which is scientifically not correct.

Our products are new generation products. They are neither brought in weight nor sold in weight. The only acceptable way in your committee seems to be weight, which cannot be the basis for our products. Technical Authority again emphasized that without providing the information either on volume to volume or weight basis they will not be able to work out the norms. Norms have been given on approximate basis based on the information provided by the firm. The firm is providing information in the different units of measurement as under:

(i) Import Item in Number (ii) Export Item in Square Meters.

These are two completely different unit of measurements. Unless the firm provides the information which has been called for vide letter dated 09.01.2012 based on the advice of Technical Authority of D/o C&PC, it will not be possible to fix exact norms for which detailed mathematical calculation is needed.
