It was noted that the case was rejected in NC meeting held on 15.11.2007 for want of technical information from the applicant firm, which the Committee had requested for earlier. Subsequently, the details made available alongwith the firm’s representation was sent to Directorate of Sugar for comments. Directorate of sugar in their written comments vide OM No. 32/2001ES/19 dated 19.2.2008 stated that the representation may be placed before ALC for appropriate consideration. 2. The representative of Directorate of Sugar present in the meeting stated that in order to work out the inputout put norms, the case has to be sent to the National Sugar Institute at Kanpur, which will take time. The Committee noted that Directorate of sugar in their comments sent in respect of another Advance
Licence No. 0510140352 dated 12.10.2004 vide OM No. 83/2003ES/222 dated 30.11.2005 had conveyed no objection to the import of 47165 kg of Raw Sugar for exporting 41739.1 kg of White Sugar Unarzneilche Globuli ( nonmedicated) with the condition that the Polarimeter reading of Raw Sugar to be imported by weight in dry state shall correspond to a polarimeter reading of 96.5 % to 97.5 %. It was seen that the wastage recommended by Directorate of Sugar in that case was 12.99 %. The Committee further noted that the representative of Sugar during the meeting on 12.4.2007, when Advance Licence No.0510200247 dated 5.3.2007 of the same firm was considered, stated that normally there was a loss of 8% to 12 % for manufacture of “Globuli (non medicated) Sugar”, and that on an average, wastage came to 10%. Accordingly 10% wastage was allowed in Advance Licence No. 0510200247. 3. Considering the above, Committee decided to allow imports with 10% wastage. Accordingly, for export of 84 MT White Sugar Unarzneitiche Globuli( non medicated) import of 92.4 MT Raw Sugar is allowed. Import of packing material may be allowed as per packing policy. 4. RLA to take consequential action as per policy/procedure. 5. Regaring the request of the firm for exclusion of Beet Sugar from the main ITC Code No. 170100 00 and for its inclusion under any other code, Directorate of Sugar has stated that Beet Sugar is also a form of Sugar and it would not be appropriate to exclude it from the main head. However Directorate of Sugar has suggested that a separated subhead may be provided for import of Beet raw sugar for medicinal use and in the event of Government putting a ban on export of Sugar, this subhead may be excluded from such ban . Committee decided that this issue may be sent to Import Policy division alongwith firm’s representation and Directorate of Sugar’s cmments, for taking a decision

The representative of the Directorate of sugar present in the meeting stated that in order to work out the inputoutpu norms, the case alongwith details has to be sent to the National Sugar Institute Kanpur, which will take time. The Committee further noted that in Advance Licence No. 0510140352 dated 12.10.2004 of the same firm, Directorate of sugar vide their OM No. 83/2003ES/222 dated 30.11.2005 had conveyed no objection to 12.99% wastage for export of white sugar Unarzneilche Globuli (nonmedicated) from imported Raw Sugar.
