DGFT.                     At the outset the minutes of Norms Committee Meeting 17/08 held on 2.8.2007 were ratified by the committee.          List of Members Present in the Meeting is at Annexure I.          Total Number of Cases 47.     No. 434 M/s. Mash International Pvt., Kanpur. NC 18/08 dt. 9.8.2007 F.No. 01/85/162/870/AM-07/DES-VI Export of Pet Food against import of Bullock Pizzle. Grant of advance authorization under para 4.7. for restricted item of import. RLA, Kanpur Ref: No. 06/81/040/44/AM07.          The Committee considered the case as per agenda. It was observed that the import “Bullock Pizzle” falls under the category of “Wild Animals including their Parts and Products”. The same are defined as Prohibited item in the Wild Life (Protection) Act 1972. The Restricted Items of Import as per ITC(HS)/Prohibited item is not covered under para 4.7 of the Hand Book of Procedure. The committee accordingly decided to reject the case. Party‛s representation has already been sent to MFPI on 18.6.2007. The indigenous angle is not applicable to Advance Licensing Scheme. It was observed that in this case SAR report about the yield of import consignment(s) from Spices Board is awaited. Applicant has applied for ratification of Advance Authorisation based on 2.00% yield in this case. It was observed that this case is modification pf SION F-8 for the export product Hand Knotted Wollen Carpets. The request is to include Carpet Thread Waste Wool in the existing norms for Carpet Thread Wool. As required for modification of SION the committee decided that:-   (a)              Party may be reminded to furnish Production and consumption data of for manufacture of “Hand Knotted Wollen Carpets” by use of “Carpet Thread Waste Wool” duly certified by the  jurisdictional Central Excise authority of your unit  for last three years of 2004-05,-2005-06 and 2006-07 for fixation of SION.   (b)              Carpet EPC Bhadohi may also be reminded to furnish industry data for the production of “Hand Knotted Wollen Carpets” by use of “Carpet Thread Waste Wool” from other firms who are registered with your council for 3-4 major companies comprising 75% of production and experience for the export product “Hand Knotted Wollen Carpets” by the use of “Carpet Thread Waste Wool” with details of (a) generation of bye products, if any, and their residual value and (b) details of different stage of manufacture process and all the inputs used in the manufacture.   (c)              DC(SSI) and All Indian Handicraft Board may also be reminded to furnish their comments on party‛s application.

The Committee considered the case as per agenda. It was observed that the applicant is meeting the requirement of minimum 100% value addition prescribed for export of Tea products against import of Tea. The committee in consultation with the representative of the technical authority present in the meeting decided that import of Tea may be allowed with 1% wastage (instead of 5% as applied for) and import of Nylon Filter may be allowed on net to net basis as applied for, subject to accountability clause. 2004-2009 RLA Mumbai No.03/94/40/532/AM06          The committee considered the case as per agenda. It was observed that in the absence of drawn of samples an SAR could not be furnished by Spices Board. The applicant has imported only 21 MT of Turmeric and made exports for 1.60 MT of Curcumin Powder with 7.62% yield against the advance authorisiation obtained for import of 100 MT of Turmeric and made exports for 2.00 MT of Curcumin Powder with 2.00% yield. The committee on the basis of details of average exports from available records and specific comments of the representative of the Spices Board present in the meeting allowed imports with 7.62% yield as per production and consumption data furnished by application duly certified by a Chartered Engineer. No further import and export shall be allowed.          It was also decided that no repeat advance authorisation on these basis shall be allowed to the applicant.
