Minutes of the Meeting NC-V held on 15.11.2007
The Meeting No. 32/AM-08 for the licensing year 2007-08 to consider the cases under Duty Exemption Schemes (Chapter-4) of Foreign Trade Policy 2004-09 pertaining to Textiles and Leather was held on 15.11.2007 in Room No.4 of DGFT under the Chairmanship of Shri A.K.Singh, Jt. At the outset, the Minutes of NC Meeting No.31/AM08 held on 8.11.2007 were ratified by the Committee. Thereafter The Agenda for individual cases for Meeting No. 32/AM08 was taken up for discussion and the decision taken in respect of each case is enumerated below: -

Decision: Committee considered the case as per Agenda and heard Shri Allan De
Noronha who appeared for personal hearing. Committee observed that the firm
had earlier requested for import of hair and accessories hair/iron/beads and
subsequently the items have been amended and silicon stoppers and pallet while
inlay cartoons have been added to the import items by Jt.DGFT, Kanpur on
13.9.2007 i.e. after referring the original application to Hqrs. for ratification. It
was decided to call for explanation from Jt.DGFT, Kanpur as to why they have
added new items of import after referring the application to Hqrs. for ratification.
The representative of firm explained that a wastage of 14.39 % has been claimed in respect of synthetic hair and no wastage is being claimed on the import of silicon stopper beads, metal beads. They are importing paper white pallet inlays as per packing policy. Committee after detailed deliberation decided to await clarification from RA and defer the case for re-listing on 13.12.2007.
