Decision:-After deliberation, the Committee deferred the proposal of M/s. SML Limited located in Arshiya FTWZ for approval w.r.t Addition (Broad Banding) of Goods for trading activity in their existing Letter of Approval for remaining 4 years and asked the unit to submit the description of items with HSN Code for consideration in the next UAC meeting. पूरक काय सूची मद संMया 01: मेसस अशया-एफटीडO4यूजेड म मेसस असडास पनवेल एफटीडO4यूजेड Qाइवेट !लिमटेड (सह- डेवलपर) म एक नई इकाई क :थापना का Q:ताव - मेसस फरान ए92जम Qाइवेट !लिमटेड । मेसस फरान ए92जम Qाइवेट !लिमटेड ने फॉम एफ म Q:तुत अनुसार वेयरहाउPसग और :टोरेज ग+तिव+धय< के !लए 1,000 वग

फुट के े% म एक नई एफटीडO4यूजेड इकाई :थािपत करने का अनुरोध िकया है, जसम 5 वषZ क अव+ध म 424.95 करोड़ \पये के िनया त का एफओबी मू4य, 55.76 करोड़ \पये का एफई आउटगो और 369.19 करोड़ \पये का एनएफई शािमल है, जसम 03 Uयि य< (02 पु\ष और 01 मिहला) के !लए रोजगार सृजन होगा।

Supplementary Agenda Item No. 01 : The proposal for setting up of a new unit in M/s. Ascendas Panvel FTWZ Private Limited (Co- Developer) at M/s. Arshiya-FTWZ - M/s. Faran Exim Private Limited. M/s. Faran Exim Private Limited has requested for setting up of a new FTWZ unit for Warehousing and Storage activities as per submitted in Form F, in an area admeasuring 1,000 sq. ft., envisaging FOB value of exports of Rs. 424.95 Crores, FE outgo of Rs. 55.76 Crores and NFE of Rs. 369.19 Crores over a period of 5 years with employment generation of 03 individuals. (02 Men & 01 Women). िनण य: िवचार-िवमश के बाद सिम+त ने एसईजेड िनयम, 2006 के िनयम 17 और 18 के अनुसार वेयरहाउPसग और भंडारण ग+तिव+धय< के !लए एक नई एफटीडO4यूजेड इकाई :थािपत करने के !लए मेसस फरान ए92जम Qाइवेट !लिमटेड के Q:ताव को मंजूरी दे दी और इकाई के Q+तिन+ध ने सुिन+^त िकया िक 50% माल का पुनः िनया त िकया जाएगा।

Decision:-After deliberation, the Committee approved the proposal of M/s. Ascendas Panvel FTWZ Private Limited (‘APFPL’) has requested for Addition of location admeasuring to 189,608 Sq. ft. at WH-03, WH-09, WH-11, WH-12 and WH-CODC, Arshiya FTWZ, Sai Village, Panvel Taluka, District Raigad, Maharashtra-410206 with revision in projections. िनण य: िवचार-िवमश के बाद, सिम+त ने मेसस एसेIडास पनवेल एफटीडO4यूजेड Qाइवेट !लिमटेड (‘एपीएफपीएल’) के :थान जोड़ने के Q:ताव को :थिगत कर िदया 2य<िक आवेदक Q:ताव को समझाने के !लए उप9:थत नह, था।

Decision:-After deliberation, the Committee deferred the proposal of M/s. Ascendas Panvel FTWZ Private Limited (‘APFPL’) for Addition of location as the applicant was not present to explain the proposal. अय को धIयवाद bापन के साथ बैठक समाc हुई।

The meeting concluded with a vote of thanks to the Chair.

The unit has stated vide their letter dated 22.08.2024 as under: Reason for Addition: The Unit has stated that at the time of actual possession of plot, Developer offered them additional area for loading and unloading of goods. Since they would need this space of loading and unloading frequently at the time of inward and outward entry of warehoused goods, their management decided to expand area and signed into LOI/offer letter with the Developer for allotment of additional space located at below mentioned address

Revision in Projections: The Unit has stated that, additional space will be utilized majorly for loading and unloading purpose only and there is no any additional client which is getting added. In this regards, they have indicated here that “there will be No revision in the projections for Exports, Investments and Employment etc w.r.t. addition of Location in the same Letter of Approval for

the further years. Further, the Unit has informed that they will be deducting the value of goods which will be warehoused by our clients from our bond balance. For this purpose, we are submitting the additional BLUT for additional value of imported goods amounting to Rs.323 Crores to this office.

Observation : On scrutiny of the application, it is noticed that the LOI in respect of additional location was issued by M/s. Arshiya Panvel FTWZ Services Pvt. Ltd. further it is also pertinent to mention here that vide email dated 16.08.2024 M/s. Anomalous Infra Pvt. Ltd. had informed this office that the Sub-Lease Deed of the said Warehouse with M/s. Arshiya Panvel FTWZ Services Pvt. Ltd. has been terminated with effect from July 30, 2024 and accordingly Anomalous is taking over the operations and management of the said Warehouse. And Since Warehouse Sub Lease Deed has been terminated and operations and management now vests with Anomalous. In this connection, this office vide mails dated 22.08.2024, 06.12.2024 and reminder letters dated 07.01.2025, 06.02.2025 requested the Unit to clarify the same and to submit requisite documents i.e. fresh LOI from the Developer to consider their request for addition of location. However, reply is still awaited.
