Trade Facilitation Measures the In continuation of Trade Notice No. 12/2015 dated 13.01.2016, stressing need to maintain absolute integrity and transparency in the functioning of all DGFT offices, attention is drawn to the fact that DGFT is moving towards an IT enabled paperless and personal contact free environment to achieve these objectives in a more comprehensive and complete manner. While these actions have been substantially undertaken and remaining actions will be taken in an expedited timeframe, the following steps are to be immediately implemented in all DGFT offices, including DGFT Headquarters in Delhi:

Dispensing off the requirement of Mate Receipt-reg. Attention of Exporter, Importers, Customs House Agents, Members of Trade and all the stakeholders is invited to the subject matter. 2. At present Mate receipt copies are being asked by Boarding Officer as proof of loading of containers in the vessel and by EP copy print out section before giving printout of EP copies of Shipping Bills. Considering the face that EGM is the proof of the export of containerized cargo and also considering the face that the same database is used for generation of Mate Receipt and EGM, there should not be any separate requirement of production of Mate Receipt of Customs purposes except in case of manual Shipping Bills and Bulk cargo as a proof of export.

Guidelines for launching of prosecution in _ to offences punishable under the Customs Act, 1962 — regarding. With reference to prosecution guidelines issued vide Circular NG: 27 /2015Customs dated 23.10.2015 on the above subject Board vide Circular No. +o, 2016- Cus dated 04.10.2016 it has conveyed the decision to amend Para 6 of the aforesaid Circular to include Gold among items in relation to which prosecution may preferably be launched immediately after issuance of show cause notice. Accordingly, the Para 6 of the existing guidelines has been substituted as follows: "Stage for launching of prosecution: Normally, prosecution may be launched immediately on completion of adjudication proceedings. However, prosecution in respect of cases involving offences relating to items t.e. Gold, FICN, arms, ammunitions and explosives, antiques, art treasures, wild life tems and endangered species of flora and fauna may preferably be launched immediately after issuance of show cause notice".
