Minutes of NC-V meeting held on 19.12.2013

        The meeting No.36/AM-14 for the licensing year 2013-14 to consider the cases under Duty Exemption Schemes (Chapter-

At the outset, the Minutes of NC-V Meetings Nos.34/AM-14, dated 05.12.2013 and 35/AM-14, dated 12.12.2013 was taken for ratification. As there were no amendments to the same, the above referred minutes of 05.12.2013 and 12.12.2013 were adopted for implementation by the Committee without any amendment. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that Shri A.K. Agarwal, Addl. Industrial Adviser, Department of Chemical & Petro-chemical, Ministry of Chemical & Fertilisers neither attended the meetings of Norms Committee nor furnished their comments on proposals related to Department of Chemical & Petro-chemical, Ministry of Chemical & Fertilisers. Due to non-attendance the NC meetings, a letter was written to Department of Chemical & Petro-chemical, Ministry of Chemical & Fertilisers at ADG(KCR) level. In a telephonic conversation, he desired to send all the original letters received from the applicant firm for consideration of the proposal, whereas photocopies of all the original letters have

The Committee after deliberations decided to send a letter to Department of Chemical & Petro-chemical, Ministry of Chemical & Fertilisers at DGFT level to direct Shri A.K. Agarwal, Addl. Industrial Adviser to attend the NC meetings and furnish their comments on the proposals related to Department of Chemical & Petro-chemical, Ministry of Chemical & Fertilisers.

Case No.409

M/s James Walker Inmarco Industries Pvt. Ltd., Mumbai File No.01/84/50/427/AM-13/DES-V Re-fixation of input output norms in respect of Advance Authorization No.0310717396 dated 17.12.2012. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that earlier NC in its meeting No.16/AM-14 held on 18.07.2013 allowed 3% wastage for all ingredients on the basis of manufacturing process. Now, the applicant firm has requested to enhance the wastage up to 7% for each input by claiming wastage during winding, braiding & silicon coating process. The Committee noted that the justification given by the applicant firm for enhancement of wastage is not supporting the higher wastage as in the manufacturing process given in the application, the applicant firm has mentioned Nil wastage for glass yarn in winding and during silicon coating of glass yarn braid. Therefore, the Committee as per written comments of DC(MSME) conveyed vide their U.O.No.37(5)/91/2013-14/Hosy., dated 19.12.2013 opined that the 3% wastage allowed earlier by NC in its meeting held on 18.07.2013 is sufficient and decided to maintain status quo in this case.

M/s James Walker Inmarco Industries Pvt. Ltd., Mumbai File No.01/84/50/426/AM-13/DES-V Re-fixation of input output norms in respect of Advance Authorization No.0310717780 dated 20.12.2012. Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that earlier NC in its meeting No.16/AM-14 held on 18.07.2013 allowed 3% wastage for all ingredients on the basis of manufacturing process. Now, the applicant firm has requested to enhance the wastage up to 7% for each input by claiming wastage during tape making, winding & braiding process. The Committee noted that the justification given by the applicant firm for enhancement of wastage is not supporting the higher wastage as in the manufacturing process given in the application, the applicant firm has mentioned Nil wastage for lapping
