Minutes of NC-V meeting held on 29.08.2013

        The meeting No.21/AM-14 for the licensing year 2013-14 to consider the cases under Duty Exemption Schemes (Chapter-

4. was held on 29.08.2013 in Room No.11 of DGFT under the Chairmanship of Shri K.C. Rout, Addl. DGFT. The following officers were present:-

At the outset, the Minutes of NC-V Meetings Nos.20/AM-14, dated 22.08.2013 were taken for ratification. As there were no amendments to the same, the above referred minutes of 22.08.2013 were adopted for implementation by the Committee without any amendment. The applicant firm has submitted details like sketches and CADs for 11 export items in response to DC(MSME)’s letter dated 31.07.2013. The CADs submitted by the applicant firm have hand written details, whereas the CAD specifications should be printed as per CAD software. The applicant firm has not provided measurement chart and calculation sheets as claimed at Srl. No.3 of their letter dated 05.08.2013. In absence of the measurement of export product, it is not possible to work out the requirement of quantity of inputs asked for. In view of above, the Committee as per written comments of DC(MSME) vide their O.M. No.37(5)/54/2013-14/Hos., dated 29.08.2013, was unable to finalise the norms and constrained to reject the case. RLA may take suitable consequential action accordingly.

Decision: The Committee considered the case as per agenda alongwith other relevant papers and observed that applicant firm applied for export of Advocate Long Gown with import requirement of relevant fabric @ 12 Sq. meter for each garment. Norms Committee considered their case in its meeting No.26/AM-12, held on 29.09.2011 and fixed requirement of fabric @ 7.88 Sq. meter for each garment. By that time, the firm already imported the entire quantity of fabric (assuming that their 12 Sq. meter requirement of each garment would be approved by Norms Committee).

Since, there is surplus import of fabric, the firm has asked for further time for export obligation, so that they can export additional quantity to offset the left over fabric. Therefore, the Norm Committee has no further action in this case. Since the firm has applied for
