Ltd- SEZ Agenda Item No.01: Confirmation of Minutes of the 84th meeting held on 23.12.2022 The Committee, after deliberation confirmed the minutes of the 84th meeting of the Approval Committee meeting held on 23.12.2022 Agenda Item No.02: Monitoring of Performance of M/s. eClerx Services Ltd. After deliberation, the committee noted the performance of the unit, in terms of the Rule 54 of SEZ Rule, 2006, as detailed below: (i) The unit has achieved positive NFE of Rs. 128524.36 Lakhs i.e., 81.85% on cumulative basis in last year i.e., 2017-18 of 2nd block period. (ii) The unit has achieved positive NFE of Rs. 1,09,702.78 Lakhs i.e., 76.95% on cumulative basis in 4th year i.e., 2021-22 of 3rd Block period. File No.S-SEZ-MINS0QBPL/1/2022-JDCP I/2126/2023 62

2 (iii) The unit has achieved employment of 3706 employees (Men-2281, Women-1425) in FY 2021-22. Further, the committee has directed the unit to revise their APRs for the FY 2017-18 and 2018-19, due to incorrect calculation of amortization value at the unit’s end. AGENDA NOTE FOR CONSIDERATION OF THE UNIT APPROVAL COMMITTEE

a) Proposal: - Application of M/s Quadron Business Park, SEZ-Developer, located at Plot No. 28, Rajiv Gandhi Infotech Park, Phase-II, Hinjewadi, Pune 411057 for approval of List of Material required for authorized operation Viz., Regular Maintenance.

b) Specific Issue on which decision of UAC is required: - Approval for List of material required for Regular Maintenance by SEZ-Developer totally valued at Rs. 72,75,386.20, as per Rule 12 (2) of SEZ Rules, 2006. c) Relevant Provisions: - As per Rule 12 (2) of SEZ Rules, 2006 “The Developer shall make an application, after obtaining approval for the authorized operation under rule 9, to the Development Commissioner, along with the list of goods and services, including machinery, equipments and construction material required for the authorized operations, duly certified by a Chartered Engineer for approval by the Approval Committee”. d) List of Materials for Authorized Operations Viz., Regular Maintenance: Sr.No . Regular Maintenance-All SEZ Buildings 72,75,386.20 72,75,386.20 TOTAL 72,75,386.20 72,75,386.20 e) Other Information: -  M/s Quadron Business Park, SEZ-Developer has been granted Letter of Approval No. F.2/125/2005-EPZ dated 20.06.2007.  The developer has submitted List of Materials duly certified by the Chartered Engineer M.L. Kendre, Membership No. M-117207/1 Dated 08.07.1999, for the authorized operation for Regular maintenance of SEZ, area located at M/s Quadron Business Park, SEZ-Developer, Plot No. 28, Rajiv Gandhi Infotech Park, Phase-II, Hinjewadi, Pune 411 057.  The Developer has informed that the list of material required for Regular Maintenance ie. repairs, upgradation and maintenance work of their existing sector specific SEZ for IT /ITES.  The total value of said materials is Rs. 72,75,386.20  The Specified Officer after verifying the List of materials has ascertained and certified that that these items are required for the Developer’s authorized operation. The Developer has BLUT balance of Rs. 211.44 crores as on 30th April 2023, out of Rs 523.13 crores of Investment, which is sufficient enough to cover the value of proposed list of materials. f) Observation: -  UAC may like to consider the proposal of the Developer for approval of list of material as per Rule 12(2) of SEZ Rules, 2006 ****************** File No.S-SEZ-MONT0QBPL/1/2022-JDCP I/2209/2023 107
