Subject: Oral Hearing in the Anti-Dumping Investigation concerning imports of “Décor Paper” originating in or exported from China PR.
- Reference an order dated 11" January, 2022 passed by the Hon’ble High Court of Gujarat, at Ahmedabad, in Special Civil Application No. 16555 of 2021 (Hangzhou Huawang New Material Technology Co., Ltd. Vs Union of India) with Civil Application (for stay) No.1 of 2022.

The Designated Authority had issued the final finding notification no. 6/38/2020-DGTR dated 28" September, 2021 and a corrigendum to final finding notification dated as October, 2021 recommending imposition of the anti dumping duty in the anti dumping investigation concerning imports of “Décor Paper” originating in or exported from Chian PR. The central government, after accepting the recommendation of the Authority, had imposed the duty vide its notification no. 77/2021-Customs (ADD) dated 27" December, 2021. M/s Hangzhou Huawang New Material Technology Co., Ltd. China PR and M/s Fakirsons Papchem Pvt. Ltd. preferred an appeal before the Hon’ ble High Court of Gujarat, at Ahmedabad challenging the final findings as well as the customs notification on various grounds including the ground that they were treated as non-cooperative whereas they had filed their questionnaire response. The Hon’ble Court passed the order dated 1 1 January 2022 directing the Authority stating, “The writ applicant will make a representation along with all supporting documents/ details they seek to rely upon and the applicant shall supply additional data/information as may be called for by the respondent authorities and thereafter, the respondent-authorities shall take a decision in relation to the Anti-Dumping Duty to be imposed in respect of the applicant’s products and place the same for consideration of this Court’.

Therefore, in pursuance of the said Court order, the Authority has decided to provide an opportunity to the petitioners to present their case in an oral hearing. All the registered interested parties which had participated in the earlier oral hearing held on 16" June, 2021 are, therefore, also given an opportunity to participate and present their case orally in the oral hearing to be held on 24" February, 2022.
