Subject: PUC and PCN methodology in the anti-dumping investigation concerning imports

of “Solar Encapsulants” originating in or exported from South Korea, Thailand and Vietnam.

Attention of all the interested parties is invited to the above-mentioned investigation initiated vide initiation notification No. 6/38/2025-DGTR dated 29.9.2025. The non- confidential version of the application filed by the domestic industry was intimated to all interested parties vide Letter/Email dated 7th October 2025.

Whereby, the interested parties were granted an opportunity to present their comments on the scope of the product under consideration (PUC), and product control number (PCN) methodology, within a period of 15 days from the date of intimation, which ended on 22nd October 2025. Further, on request of some interested parties, an extension till 31st October 2025 was granted.

The Product under Consideration was defined as under in the initiation notification:

“The Product under Consideration in the present investigation is “Solar Encapsulants”. According to the petitioner, Solar Encapsulants are classified into three types: Poly Olefin Encapsulant (POE), EVA-POE-EVA Encapsulant (EPE), and Ethyl Vinyl Acetate (EVA).”

The PCN methodology suggested by the applicant and notified in the initiation notification is provided below.

The Authority has received comments from various interested parties on the scope of the PUC and PCN methodology within the prescribed time limits. After examining the comments/ submissions submitted by interested parties, the Authority notes that the interested parties requested certain clarifications and exclusions in the product under consideration. The Domestic Industry has also provided the replied to the said clarification. Based on the analysis of the responses, it is decided that there is no requirement of any change in the PUC or PCN methodology in the present investigation. Therefore, the scope of the product under consideration and PCN methodology is considered same as defined in the initiation notification.

Vide Intimation of Letter/Email dated 7th October 2025, all interested parties were directed to file their questionnaire response within 37 days from the date of intimation i.e., till 13th November 2025.

Certain interested parties have requested for an extension of the timeline for filing the questionnaire responses. The requests have been considered and it has been decided to extend the timeline to file questionnaire responses till 20th November 2025.

This communication is limited to clarifying the scope of the product under consideration for which the present investigation is being conducted. This does not preclude interested parties from providing relevant information and evidence to substantiate their requests for exclusion for any particular product. The Authority shall decide the scope of the product under consideration for any measures recommended, after considering relevant information and evidence furnished by all interested parties during the course of investigation.

This issues with the approval of the Designated Authority.
