Meeting No. 1/87-NC-7/2013 of NORMS COMMITTEE (NC-7) dealing with ‘Chapter 39 and 40 of ITC (HS) Code’ scheduled to be held on 03.04.2013 (held on 10.04.2013) under the Chairmanship of Dr. L.B. Singhal, Addl. DGFT, Udyog Bhawan, New Delhi-110011. Following officers attended the Meeting:

Case No. A-1

Decision: A D/L No. 46011/13/2011-PC.II dated 07.02.2013 was issued by D/o C&PC to firm. This was followed by Reminder from DGFT on 25.02.2013 giving 15 days time. The reply has been received from firm and a copy of the same will be forwarded to DIPP in due course. Deferred for three weeks.

Request: Amendment in the description of Export Product.

Decision: The request of firm was considered by the Committee and it was observed that the Applicant firm had mentioned the description of Export Product as “High Resistance / Tension Sheets (Rubber) consisting of total rubber content minimum 65.5% including minimum Chloroprene Rubber 12.8%)” on their Shipping Bill. However they have not mentioned the same description on their Invoice.

The Committee takes a view that at the time of redemption of their Advance Authorization, they would have to require to submit their Shipping Bill not Invoice in RLA office, as the documentary proof for completion of exports. Hence, there is no need to delete the contents of Rubber from the description of Export Product.

In view of above, the Committee decided to reject the request of firm for deletion of each type of Rubber content from the

Decision: The request of firm was considered by the Committee and it was observed that the Applicant firm had mentioned the description of Export Product as “Synthetic Rubber Sheets of Flouro Elastomer” consisting of total rubber content minimum 65.5% including minimum Chloroprene Rubber 12.8%)” on their Shipping Bill. However they have not mentioned the same description on their Invoice.

The Committee takes a view that at the time of redemption of their Advance Authorization, they would have to require to submit their Shipping Bill not Invoice in RLA office, as the documentary proof for completion of exports. However they have not mentioned the same description on their Invoice.

The Committee takes a view that at the time of redemption of their Advance Authorization, they would have to require to submit their Shipping Bill not Invoice in RLA office, as the documentary proof for completion of exports. Hence, there is no need to delete the contents of Rubber from the description of Export Product.
