Request: Issuance of Public Notice for making SIONS of those codified adhoc norms which were fixed under para 4.7 of HBP Vol. I for the years 2009-10, 2010-11 and 2011-12 (upto 30.09.2011) pertaining to ‘Plastic Group’ and ‘Chemical & Allied Group’ which are covered under ITCHS Code 39 and 40 for publication in Handbook of Procedures (Vol.II)

Decision: D/o C&PC after examining all the codified norms, furnished their comments vide OM No. 46011/112/2012-PC.II dated 15.10.2012. They have not supported the proposal stating that the ad-hoc norms forwarded by Norms Committee are based on individual export order/specific formulations/brand names. The technical specifications of the export product along with the formulations are changing from time to time depending upon the change in the technology/export market requirement. The published/notified SION is to be applicable for cross section of industries/exporters and not for one unit. It should also be on the best consumption norms and not merely on the data provided by one unit.

  1.     In the light of written comments of Deptt of C&PC, the committee decided to close the issue  for making SIONs of  those

codified adhoc norms which were fixed under para 4.7 of HBP Vol. I for the years 2009-10, 2010-11 and 2011-12 (upto 30.09.2011) pertaining to ‘Plastic Group’ and ‘Chemical & Allied Group’.
